About the Role
Modern Technology Solutions, Inc. (MTSI) is hiring a Digital Ecosystem Engagement Lead to work in Springfield, VA or St. Louis, MO.
Responsibilities
- Drive stakeholder adoption, tenant onboarding, and cultural transformation for a Digital Engineering Ecosystem (DEE) supporting NGA.
- Owns the relationship between the delivery team and the growing base of NGA program offices, mission partners, and — in later phases — external IC/DoD stakeholders who onboard onto the DEE.
- Help NGA stakeholders shift from fragmented, document-centric practices toward a sustained Digital Engineering mindset.
- Partners closely with the Technical PM/DE Lead and Enterprise Architect but focuses on stakeholder engagement, communications, training, and onboarding rather than architecture or engineering execution.
- Leads strategic-level meetings with government stakeholders and serves as a primary point of contact for engagement issues of strategic importance to the program.
- Serve as the primary engagement point for NGA program offices, CIO-T, and mission stakeholders adopting the Digital Ecosystem, translating technical capabilities into mission value.
- Own the Tenant Onboarding & Management function, including onboarding workflows, access requests, and support processes for new users and organizations joining the DEE Web Portal.
- Lead change management and adoption activities supporting the program's born-digital transformation approach, helping stakeholders transition from legacy, document-centric practices to model-driven workflows.
- Develop and deliver stakeholder communications, training materials, and how-to documentation supporting onboarding of new tenants, mission teams, and (in later Releases) external stakeholders and mission partners.
- Coordinate closely with the Enterprise Architect and Technical PM/DE Lead to ensure engagement activities align with the release roadmap, governance model, and technical capabilities being delivered each Release.
- Support planning and execution of Release demonstrations, sprint reviews, and executive reviews from a stakeholder communications and engagement perspective.
- Lead planning for expanding external stakeholder participation beginning in later Releases, including onboarding processes, access management coordination, and stakeholder needs assessments.
- Gather and synthesize stakeholder feedback to inform the roadmap, backlog priorities, and Architecture Decision Record (ADR) process.
Required Qualifications
- Bachelor's degree in a technical, communications, or management discipline, or additional relevant experience in lieu of a degree.
- 5+ years of experience in stakeholder engagement, customer success, change management, or program engagement roles supporting IC or DoD technical programs.
- Demonstrated experience driving adoption of new technical platforms, tools, or ways of working across a large, multi-organization enterprise.
- Excellent written and verbal communication skills, including experience developing training materials, onboarding documentation, and stakeholder briefings.
- Experience coordinating cross-functionally with technical leads, program management, and government stakeholders in a fast-paced delivery environment.
Desired Qualifications
- Experience supporting NGA, DoD, or Intelligence Community digital transformation, digital engineering, or enterprise architecture programs.
- Familiarity with Model Based Systems Engineering (MBSE), Digital Twins, or Digital Engineering Ecosystem concepts.
- Experience supporting multi-tenant platform onboarding or user adoption programs in a classified or enterprise IT environment.
- Familiarity with Confluence/Jira and Agile/Scrum delivery models.
- Experience supporting external stakeholders or mission-partner integration efforts.
Clearance Requirements
Must be a U.S. citizen with an active TS/SCI clearance and have the ability to pass a CI polygraph within 30 days.
Pay
$130,000 to $190,000/year. Base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
