About the role
Red Cedar Consultancy, LLC, a fast-growing federal government IT contracting company, seeks a Portfolio Manager to drive business development, capture management, and IDIQ/MAC/SAC/BPA Task Order growth within the DHS and Defense Agencies addressable market space. The role requires deep knowledge of DHS’s organization, technology, and end users to strengthen Red Cedar’s competitive position.
Responsibilities
- Aggressively pursue and qualify new opportunities that yield incremental revenue and profitable growth.
- Lead capture efforts for new, recompete, and task-order business, developing strategy, solution approaches, and price-to-win assessments.
- Build and maintain the business pipeline, identify potential customers, conduct competitive assessments, and secure teaming partners.
- Shape new opportunities and capabilities to position Red Cedar’s solutions competitively.
- Leverage value-added solutions into adjacent markets.
- Maintain and grow relationships with industry partners, client representatives, and government customers.
- Support lifecycle capture management for new business and recompete opportunities to increase win rates.
- Proactively engage customers to gain insight, influence, and shape opportunities.
- Coordinate with SVP of Growth, BD Executives, Account Managers, Delivery/Program Managers, Solution Architects, and other personnel to meet organic and new business growth targets.
- Maintain accurate records of business opportunities, pipeline reporting, customer data, and revenue metrics; present updates to senior management.
- Research, identify, and develop business strategies for assigned customers; build tactical and strategic opportunity pipelines.
- Support development of capture plans, proposals, solutions, business plans, and marketing materials.
- Stay current on relevant solutions/services to meet client requirements.
- Participate in tradeshows or conferences to identify new business opportunities.
- Develop, update, and present forecast and pipeline reports for assigned customers.
- Educate current and prospective clients on Red Cedar’s services.
- Collaborate with the Proposal Management Team to convert capture intelligence into effective win themes and ensure their incorporation into proposals.
- Facilitate communication between BD and Proposal teams throughout the proposal lifecycle.
Requirements
- U.S. Citizenship required.
- Bachelor’s degree in business, economics, political science, or a related field; advanced degree preferred.
- Minimum 3–5 years of experience in Business Development and Capture Management.
- Experience developing business in the Government market, particularly in information technology, cyber security, AI/ML, GIS, and/or data analytics solutions and services.
- Strong understanding of Federal acquisition processes and regulations, including FAR.
- Experience using DELTEK GovWIN IQ, HigherGov, NextStage/CRM tools.
- Familiarity with IDIQ vehicles: NITAAC CIO-SP3 SB, POLARIS (SB, 8A PENDING), OASIS+ (8A PENDING, SB, HUBZONE), ITES-3S, AIR FORCE SB, EAS, GSA MAS HACS & CLOUD, SEAPORT-NXG, DLA JETS 2.0 (SB, 8A).
- Proficiency in MS 365 Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications
- Active DoD SECRET or TS Clearance, or DHS Clearance.
- Previous DHS experience.
