Essential Job Functions
- Facilitate development partnerships among developers, community-based organizations, and local jurisdictions.
- Conduct all physical, financial, and operational due diligence on properties during feasibility, acquisition, and predevelopment phases.
- Prepare financing applications to public and private sources. Housing and Community Development for HOME, state and national housing trust funds, energy efficiency funds, and other housing assistance, including LIHTC 9% competitive and 4% bond financing with DHCD and ACDS, and Local, regional, and national banks.
- Set goals and develop plans for business and revenue growth.
- Research, plan and implement new target market initiatives.
- Coverage of pre-development and development activities including but not limited to lender relationships, legal documents, financial planning including development and operating budgets with multiple sources, construction documents, and ongoing management of project financials.
- Coordinate marketing and lease up process and transition to stabilize operations, working with internal departments (asset management, property management, fiscal, and resident programs) before, during, and after construction to ensure smooth tenant relations and transition to operations.
- Oversee compliance with city, state, and federal oversight agencies and with private investors/lenders.
- Acquire properties from public agencies as well as from the private market.
- Research cost effective approaches to reduce operating expenses for all properties.
- Communicate and interact with Housing Commission, Housing Enterprise, Housing Corporation and all other federal, state and local partners in redevelopment, development and similar real estate projects.
- Interacts with HUD and all related affiliates on the RAD transactions of the company and the Housing Commission throughout the entire RAD transaction process.
- Completes and coordinates all efforts on RAD related marketing, management, leasing, relocation, and FHEO obligations throughout the RAD transaction periods.
- Leadership of pre-development and development meetings including interaction with public and private partners, neighborhood groups and attendance at public hearings.
- Covers coordination of meetings, conference calls, and strategies needed for company real estate projects.
- Acts as liaison between the company, the Housing Commission, Housing Enterprise, Housing Corporation and all partners and stakeholders.
- Reviews and maintains all required documents, checklists, summaries, plans and required elements related to applications, financing plans, development plans, closing and post-closing.
- Maintains monitoring of all required elements; including applications, checklists, forms, contracts, estimates, proposals, plans and other documents pertaining to redevelopment, development or acquisition of properties by the company.
- Plans, schedules, participates in various meetings, services, etc.; represents the agency on behalf of executive management.
- Covers planning and coordinating all marketing and event activities for the company.
- Prepares reports for the Director of Modernization/Development.
- Prepares reports for Board of Commissioners.
- Participates in grant writing, applications and other avenues to secure real estate or financial resources for the company, Housing Commission and Housing Corporation.
- Reviews and helps develop annual property management plan and initial operating budget underwriting model.
- Reviews monthly development financial reports; approves payments of invoices. Approves expenditures in accordance with Company policy and procedures.
- Set up and maintain a detailed filing system for all projects.
- Attends client meetings and assists with determination of project requirements. Educates the public on agency development.
- Prepares, reviews, and approves requests for payment by vendors and contractors, contract change orders/time extensions, and contract settlement documents.
- Manages information, contract ledger, cash flow analysis, and contract disputes resolutions.
- Reconciles construction costs to budget line items and cost centers as they develop.
- Corresponds with contractors, vendors, and HUD, as necessary.
- Covers coordination of construction projects with executive management, asset managers, residents, and contractors.
- Inspects the progress and quality of work by contractors to insure consistency and compliance with mandated practices and technical specifications according to federal procurement procedures.
- Maintains monitoring of Federal Labor Standards Compliance consistent with federal guidelines as prescribed by HUD and Federal Labor Standards.
- Resolves disputes and claims with contractors, vendors, suppliers, and residents.
- Prepares, reviews, and approves all payments for subcontractors, consultants, and general contractors.
- Assists with managing all HUD paperwork as required for Davis Bacon, Reporting, Section 3 Reporting, and MBE.
- Bid and generate Request for Proposals as set forth in the HCAAC Procurement Policy Manual.
- Assists with procuring Architectural, MEP Engineering, Civil Engineering, Sustainability, Energy Auditing, Environmental, Lead Paint Abatement, Utilities Abatement, Radon Services, and Physical Needs Assessment.
- Generates scope of work, design, drawings, and technical specifications.
- Makes decisions concerning project scope, design and budget to be consistent with construction needs.
- Participates in long-term planning, assess the Commission’s real estate development requirements, as defined by HUD and the Commission, for approval by management and the HCAAC Board of Commissioners.
Qualifications
Required:
- Bachelor's degree in Real Estate, Business Administration, Finance, or a related field.
- Minimum of 5 years of relevant experience in real estate development, preferably in the affordable housing sector.
- Experience in project management, including financial modeling, budgeting, and forecasting.
- Knowledge of federal, state, and local housing policies and regulations.
- Strong communication and interpersonal skills.
- Ability to manage multiple projects simultaneously and meet deadlines.
- Proficiency in Microsoft Office Suite.
Preferred:
- Master's degree in Real Estate, Business Administration, Finance, or a related field.
- Experience in RAD (Section 811) transactions.
- Experience with HUD and other federal housing programs.
- Experience with LEED certification and sustainability practices.
