South Meadows No. 2 LLC, controlled by Staypoint Properties founder Joseph Sullo, is seeking approval from Rocky Hill’s Planning and Zoning Commission to reduce the affordable housing requirement for a 75-unit office-to-residential conversion project at 1344, 1360, and L005 Silas Deane Highway.
About the Project
The commission previously approved plans in July 2025 to convert a five-story office building into 75 apartments, consisting of 52 one-bedroom and 23 two-bedroom units. The project also includes 12 electric-vehicle charging spaces and a drive-up ATM.
The 83,392-square-foot property was acquired in December 2024 for $4 million, with an estimated redevelopment cost of $12 million.
Affordable Housing Adjustment
As a condition of the original approval, 20% of the units (15 apartments) were required to be designated as affordable under state statute, with deed restrictions and an affordable housing plan submitted.
The developer is now requesting a reduction to 10%, aligning with Rocky Hill’s standard requirement, which would decrease the number of affordable units to approximately eight. The reason for the requested change has not been specified.
The Planning and Zoning Commission will review the proposal at its August 19 meeting.
