Vice President, Affordable Housing
About the role
The Vice President (VP) of Affordable Housing Operations oversees the entire operations of a housing community portfolio, including LIHTC, HUD, and other relevant affordable regulatory programs. This role involves managing all phases of the operations, including personnel, leasing, maintenance, financial, administration, and risk management.
Responsibilities
- Personnel Management
- Screen, hire, train, coach, and develop on-site staff
- Ensure the effectiveness of staff through ongoing training, coaching, counseling, and guidance
- Document and communicate performance issues with the Regional & Senior Vice President and HR
- Terminate employees appropriately when necessary
- Promote harmony and quality job performance of staff through support and effective leadership
- Ensure staff compliance and consistency with Company policies and procedures
- Financial Management
- Achieve the highest possible net operating income through cost control and leasing improvements
- Identify trends and recommend strategies and adjustments
- Develop yearly operating budgets/forecasts
- Provide monthly written evaluations of income and expense line items
- Monitor and maintain the timely receipt and reconciliation of deposits, rent collections, and charges
- Maintain property closeout and ensure accurate ownership financial reports
- Strategic Leasing Management
- Develop a yearly marketing plan and utilize marketing strategies & systems
- Generate rentals or increase rental rates through effective leasing techniques
- Ensure staff leasing techniques are effective in obtaining closure, follow-up procedures are met, and documentation is accurate and up to date
- Resolve resident complaints, concerns, and requests to ensure resident satisfaction
- Implement resident retention programs
- Administrative & Maintenance Management
- Prepare for physical inspections in accordance with NSPIRE standards
- Avoid administrative & leasing reporting errors and ensure accuracy and timeliness
- Manage emergency team for property emergencies
- Monitor and ensure leasing compliance with applicable Affordable Housing program(s)
- Plan for and utilize property resources, equipment, and supplies economically
- Give direction to and monitor maintenance, construction, and rehabilitation activities
- Travel
- This position entails travel, estimated at 5% of work time annually
Requirements
- Minimum of 2 years' experience with affordable housing programs, including but not limited to at least one of the following programs: LIHTC, HUD programs (Project-Based Section 8, Section 236, PRAC, 811 PRA), USDA-Rural Development (515), HCD, HOME Funds, and Bonds
- Affordable Housing Accreditation (e.g., HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs is preferred, but not required
- Bachelor’s degree is preferred; relevant experience in property management operations will be considered in place of formal education
- Experience working as a Regional Manager in Multifamily Affordable Housing operations required, with a strong understanding of site-level operations, client engagement, and regional leadership
- Demonstrated success in managing teams, supporting operational performance, and fostering client satisfaction across multiple properties
- Familiarity with budgeting, forecasting, and reporting processes
- Industry certifications such as CAM, CAPS, CPM, or others are a plus

Pay
A reasonable estimate of the pay range for this role in Washington is $165,000 - $190,000 USD.
Schedule
The position is full-time with some travel required. Exact schedule will be discussed during the interview process.
