About the Role

This technical/functional leader oversees all phases of the design and/or construction process for complex construction and refurbishment projects, typically in the range of $100-150 million in cumulative budget responsibility. Responsibilities include defining project parameters (time, budget, objectives, constraints), leading cross-functional project teams (facility personnel, contractors, consultants), and ensuring Kaiser Permanente’s client-service goals are met throughout design, construction, and close-out.

The role also involves guiding design stages for medical and regional facilities, conducting economic comparisons of development schemes, negotiating fees and contracts, securing permits from regulatory authorities, and supervising on-site teams while communicating progress to leadership.

Responsibilities

  • Promote learning and collaboration by communicating project information, providing actionable feedback, and mentoring junior team members.
  • Practice self-leadership, adapt to competing demands, and influence team members to meet project goals.
  • Oversee business-specific projects, ensuring adherence to policies and solving complex problems; escalate high-priority issues as needed.
  • Develop and manage project plans, including scope, schedule, interdependencies, and resource forecasts for multiple large-scale projects.
  • Monitor project financials, performance (timeliness, budget, scope, quality), and business outcomes; adjust plans as necessary.
  • Lead organizational change management activities, such as user adoption, implementation, and training plans.
  • Allocate resources, establish schedules, and assign tasks to ensure project management best practices are followed.
  • Monitor, identify, and mitigate project risks, issues, and trigger events; develop mitigation strategies and escalate as appropriate.
  • Ensure project activities align with Kaiser Permanente, departmental, and business-line policies.
  • Engage and align diverse stakeholders (internal customers, vendors, senior management) by clarifying accountability and maintaining relationships.
  • Provide project insights to stakeholders and sponsors, including goal-setting, deliverable prioritization, and decision facilitation.
  • Communicate complex issues to stakeholders, deliver presentations, and provide reports to senior audiences.
  • Review vendor performance, ensure service-level agreements are met, and participate in contract negotiations.
  • Partner with Procurement/Legal to develop scope-of-work agreements and review vendor invoices for accuracy.

Requirements

  • Minimum five (5) years of experience in construction and/or design project management.
  • Minimum three (3) years of experience in a leadership role (with or without direct reports).
  • Minimum three (3) years of experience implementing large, complex projects in a corporate, non-profit, or government environment.
  • Bachelor’s degree from an accredited college or university and minimum eight (8) years of project management experience or minimum eleven (11) years of project management experience without a degree.

Preferred Qualifications

  • Four (4) years of experience in impact spending and sustainability.
  • Four (4) years of experience in an integrated healthcare delivery system.

Schedule

  • Full-time (40 hours/week).
  • Shift: Day (Monday–Friday, 08:00 AM–05:00 PM).
  • Worker location: Onsite (San Jose, CA).
  • Travel: Up to 20% of the time.

Pay

Annual base salary range: $161,800–$209,330. Actual pay determined at offer based on market data, internal alignment, and candidate qualifications (experience, education, skills, location).
