Position Purpose

SEIU Local 2015 believes its members and leaders are the center of its power. The Deputy Statewide Field Director (DSFD) plays a critical executive leadership role in strengthening member engagement, driving regional strategy, and advancing the Local’s organizing, bargaining, and political goals. This role is specifically responsible for overseeing Northern California Regions.

Key Responsibilities

  • Regional Leadership & Strategic Oversight
    Provide direct supervision, mentorship, and strategic coaching to Northern California Regional Directors. Develop Regional Directors’ capacity in strategic thinking, campaign planning, execution discipline, and accountability systems. Troubleshoot complex representational, bargaining, or political challenges within regions. Provide interim regional leadership coverage as needed.

  • Collective Bargaining & Representation
    Guide Regional Directors in developing industry-specific, action-based campaigns aligned with statewide bargaining goals. Ensure regional implementation of collective bargaining strategies that advance uniform contract standards and coordinated expiration timelines across IHSS, Nursing Home, and Private Agency sectors. Monitor regional bargaining outcomes to ensure measurable improvements in wages, standards, and member engagement.

  • Membership Growth & Organizing
    In partnership with the Organizing Director and Regional Directors, lead strategic organizing campaigns targeting represented and unrepresented Long-Term Care workers in Northern California. In collaboration with the Membership Director, drive membership retention, engagement, and density goals. Hold regional leadership accountable for meeting defined membership growth benchmarks and campaign metrics.

  • Legislative, Political & Strategic Partnerships
    Partner with the Policy Director and Political Director to mobilize members in support of legislative, electoral, and public policy campaigns. Ensure regional political programs are integrated with organizing and bargaining strategies. Support Regional Directors in cultivating strategic alliances and community partnerships aligned with Local 2015’s statewide priorities.

  • Leadership Development & Organizational Capacity
    Oversee the design and implementation of leadership identification, recruitment, development, and training systems within the Northern California regions. Ensure campaigns build durable member leadership structures and long-term organizational strength. Integrate legislative, organizing, political, contract, and membership activities into cohesive regional strategies.

  • Staff Development & Performance Management
    Identify and implement professional development pathways for Regional Directors and supervisory staff. Evaluate performance outcomes and make recommendations regarding promotions, succession planning, and staffing investments. Ensure key field leadership positions are filled in a timely and strategic manner. Address complex personnel and operational challenges with professionalism and sound judgment.

  • Organizational Culture & Change Leadership
    Serve as an internal change agent, challenging teams to innovate and expand the Local’s capacity to win. Model and reinforce SEIU Local 2015’s core values: Leadership, Compassion, Empowerment, Accountability, Transparency, and Excellence. Actively advance the Local’s commitment to becoming an Anti-Racist Organization (ARO). Foster a culture of collaboration, learning, organizing discipline, and results-based accountability.

  • Administrative & Budget Oversight
    Support Regional Directors in developing and managing annual budgets aligned with strategic priorities. Ensure effective resource allocation across campaigns and programmatic initiatives. Monitor regional performance metrics and fiscal accountability.

Qualifications

  • Demonstrated expertise in collective bargaining strategy, campaign execution, strategic planning, leadership development, and large-scale organizing.

  • Proven ability to manage multiple teams across large and diverse geographic regions.

  • Strong analytical, facilitation, and communication skills.

  • Ability to operate effectively under pressure while maintaining sound judgment.

  • Track record of delivering measurable outcomes in organizing, bargaining, political, or membership growth campaigns.

  • Deep commitment to building a progressive labor movement and organizing the unorganized.

  • Strong knowledge of the Northern California labor, political, and community landscape.

  • Must currently reside in Northern California.

  • Experience & Education
    Minimum of 8+ years of union or community organizing, campaign coordination, and representation experience. 5-7+ years of supervisory experience leading teams of four or more staff. Experience managing senior-level leaders preferred. Bachelor’s degree preferred; equivalent lived and professional experience considered.
