About the Role

Plans, manages, controls, and executes events under the project's life cycle to ensure fulfillment of contract requirements and program objectives. This position is for multiple OCONUS locations contingent upon award.

Responsibilities

  • In the absence of the Program Manager (PM), act as the primary responsible party for all aspects of the deployment and management of contractor support personnel.
  • Fully coordinate and collaborate on all tasks, activities, requirements, and issues related to customer support.
  • Identify issues and adapt program plans based on customer feedback regarding cost, performance, quality, schedule, and risk.
  • Develop plans, schedules, and document the implementation of requirements.
  • Monitor cost, schedule, and performance using established program management procedures; assess variances and take corrective action.
  • Review and clarify customer contract requirements; propose cleared, qualified personnel to fulfill requirements.
  • Identify potential downstream issues that may negatively affect meeting customer requirements and provide mitigation recommendations.
  • Manage customer expectations through proactive, consistent, and transparent communication.
  • Act with full authority on behalf of the Contractor for unilateral decision-making on all contract matters relating to daily operations.
  • Ensure continuity of support during personnel changes and approve task order staffing alignments/allocations.
  • Interface with the Contracting Officer (CO), Contracting Officer’s Technical Representative (COTR), and Government leadership.
  • Oversee the execution of the contract Transition Plan and the management and implementation of the Program Management Plan (PMP).
  • Serve as the primary point of contact for formal discussions with the Sponsor to sustain and improve customer satisfaction.
  • Review business systems, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
  • Oversee the Contractor’s Environmental, Health, and Safety functions, ensuring compliance with safe work practices.
  • Monitor cost control, financial reports, budgeting, and overall operating costs.
  • Coordinate work priorities and monitor methods, procedures, and programs to improve cost-effectiveness and efficiency.
  • Oversee the monitoring and inspection of maintenance, repair, and service operations for quality control and contract compliance.
  • Ensure accuracy of management and contract reports before submission.

Requirements

  • Bachelor’s degree from an accredited university in business management or engineering and ten (10) years of experience in management-level positions in OCONUS and high-tempo environments; or
  • Bachelor’s degree in another field and ten (10) years of experience in management-level positions in OCONUS and high-tempo environments, with at least six (6) years of experience in engineering or business; or
  • High school, vocational school, or trades school diploma or equivalent and fifteen (15) years of experience in management-level positions in OCONUS and high-tempo environments, with at least six (6) years of experience in engineering or business.
  • Personnel management experience with excellent oral and written communication skills.
  • Experience working with the Intelligence Community (IC) or Department of Defense (DoD).
  • Active Top Secret (TS) security clearance at the start of the contract.

Work Environment

  • CONUS-based in the Washington Metropolitan Area (WMA) with travel up to 25% of the time.
  • In the absence of the PM, the Deputy Program Manager (DPM) must be present in the WMA and available during business hours.
  • Outside of business hours, the PM must respond within two (2) hours of notification.
  • Available by telephone 24 hours a day, 7 days a week, including holidays.

Other Responsibilities

  • Safety: Responsible for continuously developing and maintaining a safe work environment, completing all training requirements, and participating in emergency response tasks.
  • Quality: Must conform to Amentum’s Quality Policy and carry out job activities in compliance with applicable quality system documents and customer contracts.
  • Procedure Compliance: Must read, understand, and implement operational, safety, quality, and environmental requirements of all plans, procedures, and policies pertaining to the job.
