Deputy Procurement Director

Position Summary

The Deputy Procurement Director assists in planning, directing, and administering the County's centralized purchasing and procurement functions. This position supports the Director in ensuring compliance with state and local procurement laws, County policies, and best practices while promoting efficiency, transparency, and fiscal responsibility.

Essential Functions and Responsibilities

  • Assist the Director in overseeing all County purchasing and procurement activities, including competitive solicitations, contract administration, and supplier management.
  • Manage complex procurements such as Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQs), and cooperative purchasing agreements.
  • Ensure compliance with applicable federal, state, and local procurement laws, regulations, County policies and departmental objectives.
  • Provide leadership, training, and supervision to purchasing staff; assign work, review performance, and support professional development.
  • Serve as a procurement business lead for the County's ERP environment, including purchasing, requisitioning, purchase orders, contracts, and supplier records.
  • Collaborate with Finance, IT, and County departments to align procurement workflows.
  • Assist with development and delivery of training materials and provide technical guidance for departments.
  • Review and approve purchase requisitions, purchase orders, contracts, and change orders within delegated authority.
  • Assist in developing, interpreting, and implementing procurement policies and standard operating practices.
  • Analyze procurement data and spending trends to identify efficiencies, cost savings, and process improvements.
  • Act on behalf of the Director in their absence, as assigned.
  • Respond to departmental inquiries and resolve procurement issues related to both policy and system usage.
  • Performs additional duties as required.

  • Five (5) or more years of progressively responsible experience in public-sector purchasing or procurement.
  • Professional certification such as CPPO, CPPB, NIGP-CPP, or equivalent preferred.
  • Effective leadership and supervisory abilities.
  • Ability to interpret and apply laws, regulations, contracts, and policies.
  • Strong written and verbal communication skills, including the ability to explain system and process changes to non-technical users.
