Deputy Director of Subcontracts & Procurement

Responsibilities

• Oversight of external vendor agreements from cradle to grave.
• Sourcing suppliers, negotiating pricing and terms, mitigating risk, and ensuring subcontractors meet cost, schedule, and quality requirements throughout the project lifecycle.
• Working with Project Managers to ensure Scope, Schedule and Budget are understood and captured in subcontracts, purchase orders, or other agreements.
• Working with Contracts Managers to ensure that appropriate terms, conditions, and prime contract requirements are included in the subcontracts, purchase orders, or other agreements.
• Developing requests for proposals (RFPs), evaluating bids, and negotiating pricing and contracts (Fixed-Price, Time & Materials, Cost-Plus) or agreements (Blanket Purchase Agreements, Professional Services Agreements, etc.).
• Ensuring compliance with prime contract flow-down requirements, government regulations (such as FAR/DFAR), and internal legal policies.
• Managing changes, whether scope, schedule, or budget related, ensuring that sufficient data (cost or schedule) is being tracked and captured to support prime contract recovery.
• Tracking subcontractor deliverables, managing schedules, and resolving performance discrepancies or disputes.
• Reviewing and approving subcontractor invoices, working with Project Managers to control project budgets using Enterprise Resource Planning software, and executing final subcontract modifications, handling documentation, and finalizing agreement closeout including Releases of Claims and final payments.
• Acting as the primary liaison between internal stakeholders (project managers, engineering, accounting) and external subcontractors and suppliers.

Requirements

• Bachelor’s Degree Required; Master’s Degree Preferred; Some college business classes required, if not a business related degree.
• Minimum 5 years of experience; specialized experience in contracts/subcontracts negotiations, contracts/subcontracts change management, and drafting of REAs, claims, and other complex contractual/subcontractual instruments will be considered favorably.
• Must be a U.S. citizen.
• Successful drug screening.
• Must be eligible to obtain and maintain a security or clearance badge.

Location/Work Arrangement

This position is a fully onsite position at (Oak Ridge); may consider a Remote Work Arrangement with some travel.

Schedule

Full-time, Monday – Friday 40-hour week.
