Main Purpose of Job:

This position will have two roles: one as the Deputy Health Officer for the Frederick County Health Department (FCHD) and the second as a Division Director at the FCHD.

About the Role

  • Direct hands-on medical care
  • Physician executive responsible for both program management and physician oversight of clinical and public health services
  • Ensure programs and services operate according to medical standards, regulations, and best practices
  • Serve as the designated physician backup for the Health Officer during emergencies and public health crises
  • Support the Health Officer in setting agency direction and managing operational and programmatic functions
  • Provide direct supervision of two divisions: Health Care Connection and Preparedness and HIV Division
  • Directly supervise the Community Health Director of Nursing and the tuberculosis clinic
  • Provide direct medical care to patients of the tuberculosis clinic, including examinations, diagnoses, and treatments
  • May be called upon to provide disaster relief services during emergencies

Responsibilities

  • Ensure compliance with medical standards, public health regulations, and evidence-based practice
  • Manage operational and programmatic functions of the department
  • Supervise clinical services provided by the tuberculosis clinic
  • Exercise independent medical judgment during emergencies and public health crises
  • Support the Health Officer in setting agency direction
  • Provide disaster relief services during emergencies

Requirements

  • Current Maryland Department of Health employee
  • Medical degree from an accredited institution
  • Maryland medical license
  • Master's degree in public health and at least two years of relevant experience, or at least five years of relevant experience
  • Minimum of two years supervisory experience
  • Experience in state or local government public health practice
  • Experience providing clinical care to adults and children
