Responsibilities
- Advise state agencies on legal issues related to capital asset acquisition, management, and disposal
- Draft, review, and negotiate contracts, leases, deeds, easements, and memoranda of understanding
- Ensure compliance with state and federal laws governing public property and infrastructure
- Represent the state in administrative proceedings and litigation involving capital assets
- Collaborate with finance, procurement, and facilities teams to align legal strategy with asset lifecycle goals
- Develop and update legal policies and procedures related to asset management
- Conduct legal risk assessments and support audits and investigations
- Afford legal input on capital improvement plans, bond-funded projects, and public-private partnerships
- Interpret and advise on laws, regulations, legal opinions, and administrative policies involved in the operation of the agency and its interactions with industry, private or professional associations, state, federal, or local government, and the general public
- Support other OMES attorneys, as needed
Requirements
- Include Education and Experience: Graduation from an accredited law school
- Licensed to practice law in the state of Oklahoma
- Active member of the State Bar of Oklahoma
- Five (5) years legal experience as a licensed attorney preferred
About the Role
The Deputy General Counsel supports the Legal team and works in a full-time, 40-hour per week, in-office position. Salary is commensurate with education and experience.

Schedule
This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is typically mild. This position requires the ability to occasionally lift paper and office supplies. Occasional travel may be required.
