About the role

The City of Fayetteville is recruiting for a Deputy Fire Marshal to assist with directing, managing, supervising, and coordinating the activities and operations of the Code Enforcement Program of the Fire Department. This includes fire code compliance activities and other related programs and services. The role involves coordinating assigned activities with other divisions, departments, and outside agencies, and providing highly responsible and complex administrative support to the Fire Marshal and/or Fire Chief.

Responsibilities

  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs and services; meet with Fire Marshal regularly to discuss future plans and progress toward goals and objectives; recommend and administer policies and procedures.
  • Participate in the selection of lower-level staff; motivate and evaluate departmental personnel; provide or coordinate staff training; review and evaluate work products, methods, and procedures; work with employees to correct deficiencies, implement discipline procedures.
  • Manage and participate in the enforcement of the North Carolina fire code, including inspections of all applicable commercial and residential properties in the City; recommend updates to the City of Fayetteville fire protection ordinance and fee schedule to the Fire Marshal.
  • Provide guidance to staff and customers on technical matters and issues interpreting the fire codes.
  • Identify opportunities for improving work methods and procedures; review with appropriate management staff; implement improvements.
  • Assist Fire Marshal with the development and administration of the assigned division’s annual budget; monitor staff, equipment, material, and supplies; implement adjustments as directed.
  • Assist with Public Information Officer duties and may assist with website contact.
  • Assist and coordinate with school district, private business, and industry to develop emergency plans and disaster preparedness in correlation and support of the City's Emergency Plan.
  • Serve as support staff for community disaster preparedness efforts.
  • Participate in the investigation of employee injuries and worker's compensation claims; process claims, damaged and/or lost equipment.

Requirements

  • Six years of increasingly responsible experience as a fire code official in a governmental environment.
  • One year of administrative and supervisory responsibility is preferred.
  • Equivalent to completion of the twelfth grade, supplemented by specialized training in code enforcement, construction technology, or a related field.
  • Associate’s degree from an accredited college or university with major course work in fire science, public administration, or business administration is preferred.

Qualifications

  • Possession of an appropriate valid driver’s license and ability to maintain insurability.
  • NIMS 100, 200, 700, 800, 300, and NC Fire Code Standard Level III certifications.
  • Ability to obtain NIMS 400 certification is preferred.

Applicants offered a position with the City may be subject to a criminal history record check of State and National Repositories of Criminal Histories conducted by the State Bureau of Investigation (SBI).

Benefits

  • Health and Dental Insurance: Comprehensive and affordable health and dental coverage. Coverage is available for all regular status employees scheduled to work 30 hours or more per week. Employees may also choose to cover eligible dependents. The premium is deducted on a pre-tax basis, with the City paying a portion of the premium. Qualifying employees are eligible for benefits on the 1st day of the month following 30 days of service.
  • Employer Paid Leave:
    • Vacation Leave: Regular employees begin accruing vacation leave from the first day of employment. Accruals are based on years of service and the number of hours an employee is scheduled to work.
    • Sick Leave: Regular employees begin accruing sick leave from the first day of employment. Accruals are based on the number of hours scheduled to work; regular full-time employees accrue eight (8) hours per month. Sick leave hours accumulate without limits and may be used toward creditable service upon retirement.
    • Holidays: The City of Fayetteville observes 12 paid holidays per calendar year. When Christmas day is on a Wednesday, an additional holiday is provided, making for 13 paid holidays.
    • Bereavement: Regular employees are eligible for bereavement leave. The City will authorize 24 hours per calendar year to mourn or attend a funeral or memorial service of a family member.
  • Retirement: Participation in the NC Local Governmental Employees’ Retirement System. Regular employees scheduled to work 20 hours or more per week become members upon employment. Employees contribute 6% of their gross salary on a tax-deferred basis.
  • Deferred Compensation Plans: The City offers two supplemental retirement savings programs: NC 401(k) plan and NC 457 plan, both administered by Empower. The City currently contributes 4% of base salary to an eligible employee’s NC 401(k) account.
  • Cafeteria Plan / Supplemental Benefits: Opportunity to supplement City-provided benefits through payroll deduction, including:

  • Death Benefit: The first year an employee contributes to the retirement system, the City provides a death benefit of $3,000. After one year, a death benefit is provided by the NC Retirement System equal to the highest 12 months’ salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000.
  • Pay Periods / Direct Deposit: Employees are paid bi-weekly (every other Friday). Benefit deductions are taken for 24 pay periods of the year. Direct deposit is required for all new employees.
  • Employee Assistance Program (EAP): Available at no cost to all employees and their household members, providing confidential guidance on legal, financial, and personal issues.
