Deputy Director Traffic Safety Division

About the role

This position serves as a Deputy Division Director for the Traffic Safety Division, assisting the division director in leading and overseeing the diverse and high-profile programs and efforts in traffic management, traffic engineering and operations, crash data and analysis, behavioral traffic safety, and traffic safety special crews.

Responsibilities

• Assists in overseeing and directing the statewide traffic engineering and safety programs, the traffic maintenance special crews, and the development of traffic management and intelligent transportation systems.
• Affords assistance in developing and implementing policy and procedures for statewide traffic operations initiatives.
• Affords assistance in directing coordination between districts, divisions, federal, and state agencies on engineering design activities.
• Affords assistance in directing the design and preparation of standards, manuals, and special details for all types of traffic control devices in use on the state transportation system.
• Affords assistance in directing the enhancement and evaluation of crash record information systems.
• Affords assistance in overseeing and directing risk assessments in areas of responsibility of potential fraud, waste and abuse, and affords assistance in developing and implementing policies and procedures to identify, prevent and eliminate fraud, waste and abuse.
• Affords assistance in overseeing and directing the development of short-range and long-range plans for traffic operations.
• Recommends staffing and funding for department traffic operations activities and affords assistance in the development, preparation, and monitoring of the traffic operations budget.
• Represents the department at national, state, and local levels concerning traffic operations and engineering activities.
• Affords assistance in reviewing proposed legislation and affords assistance in directing the implementation of legislation affecting traffic operations activities.

Qualifications

• Education: Bachelor's Degree in Engineering.
• Experience: 5 years in Transportation engineering as a licensed professional engineer (LPE).
• Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle. Texas Licensed Professional Engineer.

Skills

Extensive knowledge of Traffic engineering, traffic management, crash data and analysis, and traffic safety programs. Developing, implementing, and monitoring budgets and resources. Considerable knowledge of Applicable governmental laws, rules, and regulations specific to area of responsibility for safeguarding information and information technology related systems. Applicable industry safety standards, guidelines, and specification codes. Expert skill in Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying to others. Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks. Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines. Applying engineering principles, practices, and methods in job responsibilities. Proficient skill in Directing the development and implementation of policy and operating procedures. Analyzing, organizing, and communicating business and technical data. Developing and giving presentations.
