About the Role

Reporting to the Department Head, the Deputy Director of Finance and Administrative Services functions at the highest level of department management and is responsible for all fiscal and administrative functions of the San Francisco Adult Probation Department (SFAPD). This senior executive-level position plans, develops, and implements all financial and administrative operations, advising the Chief Adult Probation Officer on financial, budgetary, human resources, and policy matters. The role oversees a major division and provides executive direction for specialized professional functions, impacting diverse areas of the department.

Responsibilities

  • Department Accounting Manager:
    • Serve as subject matter expert overseeing accounting and budgeting structures, policies, and procedures.
    • Provide leadership and coordination for internal and external audits, including developing corrective action plans and implementing practice changes.
    • Lead development and implementation of internal controls to ensure fiduciary integrity and compliance with city/county, state, and federal fiscal, accounting, budgeting, contracting, and purchasing policies.
  • Chief Budget Strategist:
    • Develop and coordinate budget processes to maximize funding streams from state, federal, sales, tax, vehicles, and grants.
    • Manage the department’s master budget production schedule, convene division budget meetings, and compile annual budget recommendations, appropriation modifications, and mid-cycle amendments.
    • Oversee position control, reconciliation, expenditure and revenue projections, budgetary controls, and variance reporting.
    • Plan, develop, and present budget narratives, policies, and procedures to ensure system integrity.
  • Procurement:
    • Serve as subject matter expert overseeing all procurement activities, including request for proposals, personal service contracts (PSC), and procurement policies.
    • Interpret and ensure compliance with city procurement regulations.
    • Oversee financial integrity and reconciliation of accounting, budgeting, banking, and contracting systems.
    • Develop financial and statistical reporting for monthly, quarterly, and annual projections.
    • Manage account reconciliations, discrepancy resolutions, cashiering, escheatment, and adjusting accounting transactions.
    • Plan, develop, and implement financial business analytics and dashboard reporting to integrate data across disparate systems.
    • Conduct financial and statistical feasibility studies for compliance reporting, legislative impact analysis, grant proposals, and capital projects.
  • Human Resources:
    • Manage and oversee all areas of human resources, including leave management, reasonable accommodations, recruitment, labor relations, payroll, and operations.
    • Coordinate the development and review of departmental personnel policies and procedures.
    • Interpret and ensure compliance with Civil Service Commission (CSC) Rules, City Charter, Collective Bargaining Agreements (CBAs), and employment laws.
    • Oversee ADA reasonable accommodation, leave management programs, and Workers’ Compensation claims.
    • Develop and provide training on employee/labor issues, disciplinary processes, grievances, and performance management.
    • Advise managers on labor relations, CBA interpretation, disciplinary actions, grievances, coaching, counseling, and employment laws.
  • Compliance:
    • Monitor, analyze, and interpret federal, state, and local legislation and regulations.
    • Conduct internal affairs investigations and serve as department audit manager for local, state, and federal audits.
    • Develop and implement strategies and policies to achieve compliance and minimize financial/programmatic impacts.
    • Consult with department executives and staff to plan and develop administrative policies, procedures, and strategic plans, including Racial Equity and Five-Year Plans.
  • Supervision:
    • Plan, organize, and manage day-to-day operations of Finance and Administrative Services, including work assignments and schedules.
    • Supervise and train staff, evaluate performance, and recommend disciplinary actions as needed.
  • Department Representation:
    • Collaborate with other City departments, the Superior Court, and external organizations on joint funding projects, inter-agency agreements, MOUs, and grant agreements.
    • Represent the department on financial, budgetary, and accounting matters with City/County agencies, state/federal agencies, the Mayor’s Budget Office, Board of Supervisors, and the public.
    • Maintain relationships with elected officials, state/federal representatives, community groups, and labor organizations.
  • Perform other duties as assigned.

Requirements

  • Possession of a baccalaureate degree in accounting, finance, business administration, public administration, or a closely related field.
  • Three (3) years of progressively responsible managerial experience directing a complex financial and administrative operation, including supervisory experience.

Education Substitution: Additional years of qualifying experience may substitute up to two years of the required degree (on a year-for-year basis).
