About the role
The Administrative Director of Social Services (ADSS) is responsible for the direction, coordination, and administration of all activities within the Under Care, Assessment, Eviction, and Preventive Service Units. They oversee all cases assessed for or accepted for APS services, as well as case closings, and ensure strict staff adherence to APS policies, procedures, and State regulations.
Responsibilities
- Direct and supervise APS staff engaged in processing cases for clients receiving Financial Management Services, awaiting entitlements, or receiving services requiring APS monitoring.
- Ensure timely verification of continued eligibility for APS services and the updating of service plans within required timeframes.
- Provide administrative oversight of the Assessment Unit.
- Maintain ongoing contacts with City agencies (including hospitals and NYPD), State agencies, the Office of Health and Mental Health, and the Office of Legal Affairs.
- Review and analyze case records to ensure completeness, accuracy, and compliance with State regulations and departmental directives.
- Develop and maintain statistical reports detailing monthly Field Office productivity and operational activities.
- Submit performance analyses including case volume, new cases, outstanding cases, and client service metrics to the Field Office Director and APS administration.
Requirements
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services.
- Education and/or experience equivalent to "1" above, with a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
Preferred Skills
- Demonstrate analytical and critical thinking skills with the ability to interpret complex contractual issues and implement effective, solutions-driven strategies.
- Experience managing both human services and non-human services contracts across diverse program areas.
- Skilled in proposal development, procurement processes, and vendor selection, ensuring compliance and optimal service delivery.
- Experience in budget development, monitoring, and modification processes, with a strong focus on accuracy and fiscal responsibility.
- Strong interpersonal skills with the ability to provide creative, effective leadership and to work independently or collaboratively to advance organizational goals.
- Exceptional communication abilities, including clear, professional verbal, written, and presentation skills.
- Adept at managing multiple priorities and performing effectively in fast-paced, high-volume environments.
- Proficient in HRA contract systems, including PASSPORT, with the ability to quickly learn and navigate other agency-specific platforms.
