About the role
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). Adult Protective Services (APS) is committed to providing comprehensive social, legal, and protective services to adults aged 18 and older who are unable to meet essential needs.
Responsibilities
- Responsible for the direction and supervision of social service professional and clerical staff members engaged in the processing of cases for APS clients.
- Ensure continued eligibility for APS services is verified within specified time frames and update of service plans.
- Provide direction, administration and control of the Assessment processes.
- Maintain frequent contact with other City agencies, such as hospitals, and the Police Department; state agencies, Office of Health and Mental Health and the Office of Legal Affairs to provide information on issues related to APS cases and to ensure that cases are addressed in a timely fashion.
- Monitor Borough Office overall performance, identify areas requiring changes and recommend changes in staff operations to the Borough Office Director.
- Review and analyze case records to ensure they are up-to-date or contain necessary documentation and comply with State regulations, guidelines and directives.
- Interpret departmental rules and regulations to staff and other agencies.
- Develop and maintain statistical reports documenting the Borough Office monthly activity and productivity analysis for submission to the Borough Office Director and APS Administrators.
Requirements
- A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services.
- Education and/or experience equivalent to "1" above, with the one year of experience at the administrative or management level as described in "1" above.

- Demonstrate analytical and critical thinking skills with the ability to interpret complex contractual issues and implement effective, solutions-driven strategies.
- Experience managing both human services and non-human services contracts across diverse program areas.
- Skilled in proposal development, procurement processes, and vendor selection, ensuring compliance and optimal service delivery.
- Experience in budget development, monitoring, and modification processes, with a strong focus on accuracy and fiscal responsibility.
- Strong interpersonal skills with the ability to provide creative, effective leadership and to work independently or collaboratively to advance organizational goals.
- Exceptional communication abilities, including clear, professional verbal, written, and presentation skills.
- Adept at managing multiple priorities and performing effectively in fast-paced, high-volume environments.
- Proficient in HRA contract systems, including PASSPORT, with the ability to quickly learn and navigate other agency-specific platforms.
