About the role
The Deputy Commissioner, Organizational Development & Human Resources (OD&HR), plays a critical role in supporting DEP's mission to protect public health and the environment. This role reports directly to the agency's Chief Financial Officer and oversees a team of over 80 employees.
Responsibilities
- Provide strategic vision and oversight for OD&HR's staff, including administration of New York City's civil service system, workforce planning and recruitment, employee benefits, staff development and training, payroll and timekeeping, and labor relations and discipline.
- Drive improvements in how OD&HR delivers services to DEP's bureaus, focusing on business process improvement, operational responsiveness, and customer service.
- Lead strategic partnerships with oversight agencies including the Department of Citywide Administrative Services (DCAS), the New York City Office of Management and Budget (OMB), and the Mayor's Office of Labor Relations (OLR).
- Support productive dialogues, address workforce concerns, and advance agency priorities in a collaborative and constructive manner, particularly in relation to union locals representing DEP staff.
Requirements
- Minimum Qualifications: Bachelor's degree from an accredited college and 4 years of satisfactory experience in an administrative, managerial, consultative, or executive capacity, with at least 18 months in a supervisory role.
- Preferred Skills: Bachelor's degree in human resources, business administration, public administration, or a closely related field; at least 10 years of experience in senior Human Resources leadership roles in the public sector; extensive knowledge of relevant laws, regulations, and systems; professional certification in human resources or labor relations.
Qualifications
- Bachelor's degree from an accredited college and 4 years of satisfactory experience in an administrative, managerial, consultative, or executive capacity, with at least 18 months in a supervisory role.
- A combination of education and experience equivalent to the minimum qualifications, with at least 18 months of supervisory experience.
Skills
- Exceptional written and oral communication skills.
- Experience leading a diverse staff organization.
- Knowledge of applicable federal, State, and City of New York human resources and related civil service, and labor-related laws, regulations, legal mandates, guidelines, and standards.
- Extensive knowledge of NYC's workforce related systems such as NYCAPS, PMS, PRISE, CHRMS, and FMS.
- Experience working with both office and field staff.
- Proven track record of successful change management initiatives, strategic planning, performance measurement, and continuous quality improvement.
- Diplomacy, negotiation, and conflict resolution skills.

Pay
Salary range: $180,000 - $220,000 per year, depending on experience and qualifications.
Schedule
Full-time, Monday through Friday, 8:30 AM - 5:00 PM.
