Deputy Commissioner, Access and Engagement

About the role

The Mayor's Office of Media and Entertainment (MOME) seeks a dynamic and strategic leader to serve as the Deputy Commissioner of Access and Engagement, responsible for overseeing the agency's portfolio of programs that support New York City's creative workforce and industries. The Deputy Commissioner will report directly to the Commissioner.

Responsibilities

  • Lead and manage the Programs Team, including setting priorities, overseeing performance, and supporting staff development
  • Oversee the design, implementation, and evaluation of workforce development programs, events, and grant initiatives
  • Develop and standardize KPIs across programs to enable cross-program comparison and strategic decision-making
  • Analyze program outcomes and producing recommendations to inform budget allocations and program improvements
  • Serve as MOME's primary point of contact for creative workforce stakeholders and maintaining strong relationships across the ecosystem
  • Identify gaps in workforce support and design innovative solutions to address industry needs
  • Collaborate with internal and external partners to advance MOME's workforce strategy
  • Develop proactive policies to support the creative workforce
  • Oversee special projects and initiatives as assigned

Qualifications

A baccalaureate degree from an accredited college and five years of satisfactory full-time experience related to projects and policies required by the particular position; or Education and/or experience which is equivalent to "1" above.

Preferred skills

  • 10+ years of relevant experience in workforce development, program management, public administration, the creative economy, or a related field
  • Demonstrated experience managing and developing a team, with the ability to set clear goals, drive performance and foster collaboration
  • Strong experience designing and evaluating programs, including the development and use of KPIs and data-driven decision-making frameworks
  • Proven ability to build relationships with a wide range of stakeholders, including industry professionals and public sector partners
  • Familiarity with creative industries and the challenges facing creative workers is strongly preferred

Schedule

Day shift. Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

Location

Manhattan, NY. New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
