Job Summary

The Deputy Cabinet Secretary of Operations (DCS-O) is appointed by the Governor and serves at the pleasure of the Governor. This position supports Department priorities, goals, and deadlines, focusing on leadership and oversight of the Administrative Services Division (ASD), Office of Information Technology (OIT), and Office of Public Facilitation (OPF).

Responsibilities

  • Overseeing the development and management of the Resource Management Division budget.

  • Coordinating the department’s annual appropriation request, which is approximately $160 million across all funding sources.

  • Developing and ensuring fiscal solvency of Special Revenue Funds.

  • Overseeing programs impacting internal operations such as employee recruitment, retention and recognition; working environment improvements; telework implementation; operational process benchmarking; strategic planning; performance metrics and reporting; risk management; and employee health and safety.

  • Overseeing Union matters; overseeing Boards and Commissions; addressing building related matters; approving personnel actions; approving grant related documents; and serving as the Secretary’s designee to decide delegated docketed matters.

  • Serving as the Secretary’s designee to the Water Quality Control Commission (WQCC).

Requirements

  • Demonstrated leadership experience in business acumen, leading people, managing change, driving results, and building coalitions.

  • Exceptional customer service skills, working in structured and unstructured environments and managing multiple projects with competing deadlines.

  • Exceptional communication skills, both oral and written, effective in communicating with a wide variety of stakeholders.

  • A passion for the protection of human health and New Mexico's natural environment.

Qualifications

  • Bachelor's degree in a relevant field (e.g., public administration, business, environmental science).

  • Minimum of 10 years of progressively responsible experience in government, private sector, or non-profit organizations.

  • Experience in budget management, strategic planning, and risk management.

  • Experience in managing large teams and overseeing multiple projects.

  • Experience in union relations and board/commission oversight.

  • Experience in technology and information management.

  • Experience in environmental policy and regulation.
