Reporting to the Director of Rehabilitation Hospital (M-8), the Deputy Administrator Veterans Home (M-3) serves as the Licensed Nursing Home Administrator of the Skilled Nursing Facility (SNF) and Transitional Care Unit (TCU).

About the role

The Deputy Administrator Veterans Home will function as the administrator-of-record for the facility and coordinate federal and State regulatory survey processes to ensure continued facility accreditation. This role maintains operational responsibility for all aspects of the SNF and TCU program development and implementation, legislative and regulatory compliance, policy development, case mix and census management, capital and operational expenditures, operation of physical plant, and strategic plans.

The Deputy Administrator Veterans Home will have operational oversight in a matrixed leadership organizational structure, in conjunction with nursing and therapy leadership, of SNF and TCU service lines. This includes oversight of compliance and policy-related staff assignments across Nursing, Therapy Services, Information Technology Services, Nutritional Services, Facility Management, Admissions, Case Management, Utilization Management, and Patient Financial.

The incumbent will provide leadership, guidance, and intervene to resolve problems as necessary; identify training needs; and review performance ratings of all personnel. They will also investigate resident complaints, ensure issues are resolved, and residents’ needs are met, while ensuring compliance with resident rights policies and resolving grievances.

Additional responsibilities include overall oversight of administration, management, and coordination of all departments to ensure quality care; reviewing program data from all departments and implementing quality improvement activities; and meeting with department heads to receive status updates and implement updated policies and procedures for the SNF and TCU.

The Deputy Administrator Veterans Home will represent the Hospital at meetings with the Department of Health and control agencies regarding the Hospital’s proposed budget and expenditure plans, advocate for the Hospital’s position, and provide representation at Board of Visitors meetings. They will work with department heads to develop budgets, liaise with Health Facilities Management for approvals, authorize expenditure of all funds, and approve purchasing of necessary equipment, supplies, and foodstuffs, as well as authorize expenditure for construction and maintenance of buildings and physical plant.

Requirements

  • Possession of a New York State Nursing Home Administrator license.
  • Six years of professional health care experience, three of which must have been in an administrative position in a skilled nursing facility. Qualifying administrative positions include administrators-of-record, assistant administrators or equivalent, department or deputy department director at a skilled nursing facility, or an administrator-in-training (AIT).
  • A master’s degree may substitute for one year of the professional health care experience, but not the administrative experience.
  • Completion of an AIT program or qualifying field experience in a skilled nursing facility operated by New York State may substitute for an additional year of the professional health care experience.

Qualifications

Preferred Qualifications:

  • Clinical degree in nursing, an allied health, or a related healthcare field (a Master’s degree preferred).
  • Demonstrated knowledge of CMS (Centers for Medicare & Medicaid Services) regulations, New York State Department of Health requirements, and survey readiness processes.
  • Proven record of successfully leading facilities through NYS DOH surveys with minimal deficiencies.
  • Strong experience in quality improvement (QAPI), infection prevention oversight, and resident safety initiatives.

Degrees awarded from educational institutions outside of the United States or its territories must be independently verified for equivalency.

Pay

Posted salary range: $119,283–$149,682 (includes a downstate adjustment of $4,000). For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
