Department Manager Engineering 3 - Software Engineering
About the role
The Department Manager, Engineering M3 will lead an exciting program in the Software organization. This role reports to the Engineering Integration & Execution (EI&E) leader on the MDC2/SCS programs. The Department Manager is accountable for the performance, development, and engagement of a large engineering organization consisting of section managers and individual contributors.
Responsibilities
- Balance people leadership, technical oversight, and operational execution in a complex, program-driven environment.
- Align functional capabilities with program needs, enabling successful execution across cost, schedule, quality, and technical performance.
- Lead, mentor, and develop multidisciplinary engineering teams to deliver complex technical solutions, within cost and schedule constraints, across the various phases of the engineering lifecycle.
- Manage workforce and resource planning, including allocating resources across programs, managing workloads and priorities, forecasting staffing needs, and executing end-to-end hiring decisions.
- Engage effectively with cross-functional stakeholders and customers through strong leadership, interpersonal, and written/oral communication skills.
- Apply performance management process and HR policies, including goal setting, performance feedback, development planning, and addressing performance concerns in accordance with company policy.
- Identify, develop, and manage performance metrics to support program and technical execution monitoring and control.
- Manage technical planning, risk & opportunity management, and driving project performance across cost, schedule, and technical quality.
Requirements
- Must have a Bachelor of Science degree in a STEM (Science, Technology, Engineering or Mathematics) discipline and 9 years of related engineering experience; OR a Master’s degree in a STEM discipline and 7 years of related engineering experience.
- Minimum 5 years of leadership experience, including first-level or higher people management leadership.
- Relevant development experience in one or more software solutions in areas such as navigation, battle management and control, weapons management, vehicle management, etc. for complex air vehicles or spacecraft.
- Experience in adopting and tailoring corporate/sector/industry software standards, tools, and processes for use on programs.
- Experience with Software licensing models and managing software tool portfolios.
- Must possess an active U.S. government Secret clearance that is in scope or currently enrolled in continuous evaluation.
- Must possess an interim or active U.S. government Top Secret clearance.
Qualifications

Skills
- Strong leadership, interpersonal, and written/oral communication skills.
- Relevant experience in Avionics, Vehicle, Systems Engineering, Global Supply Chain, or Test processes and tools where they overlap and/or are adjacent to Software processes and tools.
- Experience with Agile development techniques and tools including DevOps, DevSecOps, and Atlassian tool suite.
- Experience with C++, Java, Python development.
- Software supplier manager experience.
- Experience working with the DOD Dev*Ops Reference architecture.
- Working knowledge of the NGAS tool portfolio model (ESP).
- Experience with USAF Open Mission Systems.

Pay
The annual salary range for this position is $166,700.00 - $250,100.00. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
