About the role
The City of Charlotte Finance Department is seeking a Debt Manager for the Treasury Division. The Treasury Division is responsible for debt management, revenue forecasting, and managing the city’s investment portfolio. The Debt Manager oversees the city’s comprehensive debt program providing capital funding for core city operations as well as the city’s four enterprise funds. This position is primarily responsible for developing strategies, managing processes, and carrying out plans related to the approximately $6 billion debt portfolio.
Responsibilities
- Analysis of financing options for municipal capital projects including: modes of finance, cost-benefit analysis, and long-term strategy development
- Coordinate referenda and debt issuances, including preparation of required documentation
- Manage construction-period financing activities
- Support debt modeling and debt-affordability analyses
- Oversee debt service fund budgeting
- Ensure post-issuance compliance with legal and contractual obligations
- Collaborate with City departments, Financial Advisors, Underwriters, the Local Government Commission, and Bond Rating Agencies
- Supervise staff within the debt management team
- Prepare reports and presentations for leadership
- Attend the City Council and other meetings in person as required
Requirements
- Progressive experience in municipal finance or a related field
- Degree in Finance, Economics, Public Administration, or Business Administration
- Extensive experience in municipal finance including debt issuance, financial modeling, and familiarity with the regulatory framework for public debt in North Carolina
- Understanding of governmental accounting
- Prior governmental experience, preferably in management
- Ability to develop models using spreadsheets
- Supervisory experience
- Strong written and oral communication skills
Qualifications
- Bachelor’s degree with five (5) or more years of relevant work experience
- Master’s degree with three (3) or more years of relevant work experience
- An equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties
Preferred Qualification: Master’s degree with three (3) or more years of relevant work experience or local government experience.
Pay
$98,731.00 - $141,926.09
