Dean of Instructional Services
East Los Angeles College (ELAC) is seeking a student-centered, innovative, and revenue-generating leader to serve as Dean of Instructional Services. This role oversees Health Sciences & Public Safety programs, including Nursing, Allied Health, Respiratory Therapy, Public Safety Affiliation, Administration of Justice, and other assigned areas. The Dean will align academic programs with college goals, support the institution’s commitment to educating over 55,000 diverse students annually, and foster a student-centered learning environment.
ELAC, the largest of the nine colleges in the Los Angeles Community College District (LACCD), serves East and Southeast Los Angeles with campuses in Monterey Park, Southeast, and Rosemead. Established in 1945, ELAC is a Hispanic Serving Institution (HSI) dedicated to providing high-quality transfer, non-credit, and community programming. The college emphasizes social justice, equity, and innovative teaching methods to prepare students for university transfer and the workforce.
About the Role
The Dean of Instructional Services collaborates with department chairs, directors, and community programming to support program review, grant development, curriculum development, scheduling, FTE management, hiring, and contract compliance. The role ensures compliance with the Education Code, Title 5, Board Rules, District Administrative Regulations, accreditation standards, and collective bargaining agreements. The Dean represents Instructional Services on college and District committees and serves as a resource to the Vice President of Instructional Services.
This position may require evening and weekend work, assignments at various locations, and reassignment of department responsibilities as needed, in accordance with the Teamsters Local 911 Collective Bargaining Agreement.
Responsibilities
- Plan, develop, organize, coordinate, supervise, and evaluate assigned instructional programs in alignment with the college’s Strategic Educational Plan, legal requirements, District policies, accreditation standards, and instructional principles.
- Facilitate program planning, assess needs for new programs or services, and oversee their development and implementation within established budgets and guidelines.
- Monitor outcomes assessment processes, including Student Learning Outcomes (SLO), Service Area Outcomes (SAO), Program Learning Outcomes (PLO), and Institutional Learning Outcomes (ILO), to drive programmatic improvement and address equity gaps.
- Collaborate with department chairs, advisory boards, and stakeholders to support program review, curriculum development, scheduling, enrollment management, hiring, contract compliance, and accreditation.
- Assign, supervise, evaluate, and collaborate with department chairs, faculty, classified staff, and unclassified staff, demonstrating sensitivity to diverse backgrounds.
- Plan, coordinate, and provide training and professional development for assigned staff.
- Oversee the screening, interviewing, and selection of faculty, classified, and unclassified staff to ensure compliance with California Education Code, Title 5 Regulations, LACCD policies, and collective bargaining agreements.
- Manage staff assignments, schedules, and work locations in accordance with District policies.
- Direct special projects, conduct studies, and analyze program efficiency to determine the need for new or modified course offerings, programs, or services.
- Ensure preparation, distribution, and maintenance of required reports, records, and files.
- Communicate and promote program objectives to students, educational institutions, community organizations, and other stakeholders.
- Establish partnerships with industry, external educational institutions, and community initiatives.
- Supervise, develop, and manage annual budgets, contractual commitments, and specially funded budgets or grants.
- Draft contract proposals and memorandums of understanding.
- Serve on college and District committees, subcommittees, and task forces; co-chair assigned committees; and liaise with other campuses and District administration.
- Represent the college and District at external conferences, meetings, and activities to promote instructional and student support programs.
- Coordinate investigations and facilitate resolutions for student, staff, and faculty conflicts and complaints in accordance with State and District requirements.
- Manage student conduct, discipline, and grievances.
- Interpret, articulate, implement, and monitor compliance with applicable laws, regulations, policies, and collective bargaining agreements.
- Serve as the administrator in charge of the college in the absence of the President or Vice President, as delegated.
- Provide administrative leadership and oversight as evening and/or weekend administrator, as assigned.
- Serve on the incident command team, if required.
- Engage in strategic planning and promote new technologies and creative ideas to enhance teaching, learning, and operational efficiency.
- Facilitate discussions on data utilization for planning and decision-making.
- Perform other duties as assigned, with department assignments subject to change per the Teamsters Collective Bargaining Agreement.
Requirements
- Master’s degree from an accredited college or university.
- One year of full-time formal training, internship, or leadership experience related to the administrative assignment.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students.
Desirable Qualifications
- Experience working collaboratively with instructional departments.
- Demonstrated leadership in planning, organizing, and implementing programs.
- Experience interpreting, articulating, and implementing regulations, policies, and procedures.
- Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulatory and contractual requirements.
- Sensitivity to changing student populations and the academic programs needed to serve them.
- Ability to work effectively with faculty, staff, and administrators.
- General knowledge of budget implementation and management, including grant budgets and compliance.
- Experience in successful grant development, revenue generation, and grant management.
- Strong interpersonal skills, including stability, good judgment, tact, teamwork, and cooperation.
- Excellent oral and written communication skills, with the ability to produce significant reports and documents using technology and data.
Pay
The annual salary range for this position is $175,836 - $206,448. Additional compensation includes a doctoral differential of $524/month (if applicable) and a career increment differential (if applicable).
