Location: Tullahoma, TN – Department of Children's Services, Coffee County. This position is full-time, on-site and requires a criminal background check.

Qualifications

Education and Experience:

  • Master’s degree in social work or a related behavioral-science field with a child or family focus and three years of full-time professional child-welfare case work (e.g., social, psychological, or correctional counseling; volunteer-services coordination for a children’s program; juvenile classification coordination).
  • OR Bachelor’s degree and five years of the same full-time professional child-welfare case work.

Necessary Special Qualifications:

  • At least 21 years of age on the date of application.
  • United States citizen.
  • Valid driver’s license prior to and during employment; clean driving record for the past five years (no DUI, reckless driving, license suspension for moving violations, or more than four moving violations).
  • Good moral character, as determined by investigation.
  • No felony convictions.
  • Agree to release all criminal-history records to the appointing authority and supply a fingerprint sample for a TBI criminal-history records check.
  • Pass a pre-employment screening test for use of illegal drugs.

About the Role

This is the first full supervisory class in the DCS Case Manager job series. The employee supervises staff who provide case-management services for children under the State’s supervision, in State custody, or at risk of State custody, and their families.

Responsibilities

  • Assist case managers in determining abuse or neglect, risk/harm level, need for safety plans, and recommendations regarding permanency, reunification, or termination of parental rights.
  • Assess underlying family needs and core concerns to ensure child safety.
  • Review and assess cases for closure or transfer based on policy requirements.
  • Assign cases and work through TFACTS; provide performance feedback, professional development, or corrective action to subordinates.
  • Analyze data (response times, overdue reports, Child and Family Team Meetings, placement reports, resource home reports, EPSDT and dental compliance, face-to-face visits) using SharePoint and Excel to track child-welfare outcomes.
  • Participate in multi-disciplinary teams (Child Protective Services Investigative Team, Foster Care Review Board, Community Advisory Board) to inform case-planning decisions.
  • Interpret policies and procedures for staff, community partners, and clients.
  • Guide subordinates in decision-making regarding case needs, resource allocation, and outcomes.
  • Coach staff on addressing underlying family needs to ensure client safety.
  • Conduct case conferences with subordinates to provide guidance, feedback, and direction for safety, permanency, and well-being of DCS clients.
  • Ensure subordinates follow policy guidelines for case documentation and meet completion requirements.
  • Review and monitor ongoing assessments of subordinates to ensure quality case management.
  • Document discussions with staff, including Employee Performance Briefings (EPBs) and case conferences.
  • Track, create, and communicate reports on regional data to ensure state and federal compliance.
  • Ensure assessments meet required time frames and information provided to internal/external entities is accurate and complete.
  • Work flexible hours, including weekends, holidays, and after hours.
  • Schedule appointments, meetings, and visitations; transport children to appointments; assist in preparing children for placement; and sit with children awaiting placement.
  • Communicate effectively and timely with children, families, providers, co-workers, and supervisors to build trust, encourage permanency, and explain parental rights and relevant documents.
  • Make referrals to service providers; collaborate with law enforcement and multi-disciplinary teams; and train foster parents, adoptive parents, and community members.

Pay

Monthly: $4,672.00 – $5,844.00
Annually: $56,064.00 – $70,128.00
