Responsibilities
- Manage restricted data reuse across multiple active DUAs, including assessing encryption schema compatibility, coordinating cohort selection to align with permitted uses, and cross-referencing prior application materials to support efficient, compliant reuse of CMS RIF and other federal data holdings.
- Demonstrate expertise managing Data Use Agreements (DUAs) across the request lifecycle, including independently preparing, reviewing, and submitting applications, amendments, and renewals in compliance with the requirements of data providers (CMS, MDHHS, AHRQ, etc).
- Have comprehensive understanding of CMS data privacy, security, and disclosure requirements, including HIPAA compliance, CMS cell suppression and data release guidelines, and the application of these standards across a portfolio of active agreements and research environments.
- Serve as the primary point of coordination across multiple stakeholders, including PIs, project staff, UM Office of Research and Sponsored Projects (ORSP), IT, and data vendors, managing documentation workflows and communication across involved parties.
Required Qualifications
- Bachelor's degree in a recognized field of science or learning which is directly related to the duties of the position
- 5-6 years of experience in a related field
- Proficiency with Microsoft Office Excel, Word, Outlook, etc.
- Proficiency with Google Workspace tools - Sheets, Docs, etc.
- Able to communicate effectively in both verbal and written form
- Excellent organizational skills and attention to detail
- Able to prioritize tasks and manage competing priorities
- Strong interpersonal skills, work ethic, and a service-oriented attitude
- Able to work independently as well as collaboratively
Desired Qualifications
- Experience with research data governance, IRB processes, or data use agreements
- Familiarity with CMS data resources (e.g., Medicare fee-for-service, Medicaid TAF, Master Beneficiary Summary Files, Limited Datasets)
- Experience with University of Michigan research proposal management systems (e.g., eRPM and eResearch)
- Interest or experience in health services research and basic study design for health services research
