Data Analytics Specialist
About the role
The NYC Department of Finance (DOF) administers the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. Within DOF, the Property Valuation and Tax Mapping division values over one million properties, ensuring assessments and valuations are conducted in a fair and equitable manner. This role sits in the Property Division’s Compliance and Quality Assurance Units, which promote quality assurance, consistency, and integrity in property valuation, exemptions, and the administration of the Non-Primary Residence Surcharge. The position supports Primary Residence Verification (PRV) exemption appeals and ensures the accuracy and integrity of the assessment roll, including matters related to the Non-Primary Residence surcharge.
Responsibilities
- Use data tool systems (SAS or SQL) to extract parcel-level and aggregate data concerning the Non-Primary Residence Surcharge and create statistical reports and summaries.
- Track changes to relevant property information following the initial surcharge.
- Create annual summary reports on PRV exemption appeals handled by DOF, Tax Commission rulings on market value and/or primary residence verification appeals, and the number of property owners filing Article 78 cases per DOF PRV exemption denials.
- Serve as the unit’s liaison within DOF, coordinating operations or technological issues with Executive, Tax Policy, Information Technology, and Legal Divisions for Property Valuation, Property Exemption, and Non-Primary Residence Surcharge programs.
- Respond to requests for data reports from various Property Division units under tight deadlines.
- Produce canned reports for the Computer Assisted Mass Appraisal application and Property Tax System (PTS), and assist staff in running reports as needed.
- Improve and increase data available for Quality Assurance staff, assessors, and supervisors concerning parcels with filed Industrial Commercial Abatement Program (ICAP) applications.
- Assist in cleaning parcel data by updating descriptive and valuation data to ensure all property changes are captured.
- Work to consolidate and streamline data sources and reports.
- Manage projects and aid Property Field or other units to identify parcels with incomplete or erroneous data.
- Research and provide additional data and analysis.
- Assist other business units with special projects as needed.
Requirements
Minimum Qualifications for Level I:
- A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science.
- OR a baccalaureate degree from an accredited college or university as described above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described above.
Minimum Qualifications for Level II:
- Meet the minimum requirements for Level I, plus at least one year of full-time work experience in a related field, or a master’s degree with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science.
Minimum Qualifications for Level III:
- Meet the minimum requirements for Level II, plus at least three years of full-time work experience in a related field, or a Doctorate degree with at least 12 credits or three advanced courses in the areas described above.
Skills
- Above-average written communication skills.
- Experience with SQL Server Management Studio and Power BI.
- Intermediate to advanced skills with SAS.
- Intermediate to advanced experience/skills using Microsoft Excel and Office Suite Products.
- Familiarity with Property Valuation and Exemption Processing.

Pay
$93,568.00 – $100,904.00
Additional Information
- New York City residency is generally required within 90 days of appointment. Certain City employees may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County after two continuous years of service.
