About the role

The Texas Health and Specialty Care System (HSCS) is seeking a highly skilled and experienced Data Analyst to join the Office of Forensic Services and Coordination (OFSC). In this essential role, the Data Analyst will support and enhance data reporting, analytics, and operational processes across the forensic service continuum. The position is responsible for maintaining and improving existing reporting products, identifying opportunities to automate workflows, optimizing data extraction and reporting processes, and supporting data-informed decision-making through analysis and visualization of complex datasets.

The ideal candidate will possess a strong foundation in data analytics, reporting, and statistical analysis, with experience working with large datasets and developing solutions that improve efficiency, accuracy, and accessibility of information. This position will work closely with program staff, leadership, and data partners to support ongoing reporting needs, improve data quality, and identify innovative approaches to strengthen business processes and reporting capabilities.

Success in this role requires strong analytical skills, attention to detail, effective collaboration, and a commitment to continuous learning and professional development in emerging data tools and technologies. The Data Analyst works under the direction of OFSC’s data analyst on the policy, planning, research and coordination team within the OFSC with moderate latitude for the use of initiative and independent judgement to ensure the statutorily mandated duties of the Forensic Director (SB 1507, 84th Legislature, Regular Session, 2015) are met. These duties include statewide coordination and oversight of forensic services; coordination of forensic programs operated by HHSC; and addressing issues with the delivery of forensic services in Texas including significant increases in populations with serious mental illness and criminal justice system involvement.

Responsibilities

  • Data Analysis Reporting and Dashboard Support: Maintains, enhances, and supports reporting products, dashboards, and analytical tools used across the forensic service continuum. Performs analysis of complex datasets to identify operational trends, performance measures, and outcomes. Creates reports, visualizations, and data summaries that support business operations and data-informed decision-making. Assists in translating technical findings into understandable information for leadership and program staff. (25%)
  • Data Automation and Process Improvement: Identifies opportunities to automate recurring reports, data collection activities, and business processes to increase efficiency and reduce manual effort. Develops and improves automated workflows, data refresh processes, validation routines, and reporting solutions. Collaborates with team members to streamline existing processes and implement sustainable, scalable data solutions. (20%)
  • Query Development and Data Management: Develops, maintains, and optimizes SQL queries, datasets, and reporting logic supporting forensic programs. Reviews and improves existing queries and processes to enhance performance, accuracy, and reliability. Assists with documenting data definitions, business rules, and reporting methodologies to ensure consistency and sustainability of reporting products. (15%)
  • Fielding Data Requests: Supports internal and external data requests by gathering requirements, conducting analyses, and delivering accurate and timely information. Works closely with HSCS leadership and staff to understand business needs and develop appropriate reporting solutions. Ensures all activities comply with applicable confidentiality, privacy, and data security requirements. (15%)
  • Collaboration and Data Quality Improvement: Collaborates with data partners across HSCS, Behavioral Health Services, state hospitals, state supported living centers, and other stakeholders to improve data quality, consistency, and reporting capabilities. Assists in identifying data discrepancies, conducting validation activities, and developing recommendations for process improvements that strengthen data integrity and program outcomes. (10%)
  • Policy Research and Evaluation: Supports the development of studies, policy research, and evaluations. Partners with agency leadership and staff, universities, and stakeholders to support research and evaluation projects. (5%)
  • Training, Documentation, and Knowledge Sharing: Develops and maintains documentation related to reports, datasets, processes, and reporting tools. Assists in training staff on reporting products and data resources. Shares knowledge and best practices to promote effective use of data across the organization. (5%)
  • Continuous Professional Development: Stays current with advancements in data analytics, forensic policy, and relevant legislation. Participates in professional development opportunities, conferences, and training sessions to enhance skills and knowledge. Shares insights and best practices with colleagues to foster a culture of continuous improvement within the OFSC. (5%)

Requirements

  • A bachelor’s, master’s degree or doctoral degree from an accredited university in one of the following disciplines: data science, computer science, business administration, business analytics, public administration, information technology or mathematics. Other disciplines will be considered based on relevant coursework and experience.
  • Demonstrated experience in data analytics and research, with expertise in statistical modeling to identify patterns and trends in existing datasets.
  • Experience in managing complex datasets.

Skills

  • Knowledge of data analytics principles, statistical concepts, and techniques used to analyze, interpret, and communicate findings from complex datasets.
  • Knowledge of relational databases, data models, database design concepts, and data governance practices.
  • Experience using SQL, Tableau, Excel, or similar business intelligence and reporting tools to develop reports, dashboards, and data visualizations.
  • Experience working with healthcare, behavioral health, forensic mental health services, electronic health records, or other large operational data systems.
  • Skill in developing, maintaining, and optimizing SQL queries, data extracts, and reporting processes.
  • Skill in analyzing problems, identifying opportunities for process improvement, and developing effective data-driven solutions.
  • Ability to compile, review, validate, and analyze data while maintaining a high level of accuracy, attention to detail, and data integrity.
  • Ability to prepare reports, dashboards, presentations, and data visualizations and communicate technical findings effectively to both technical and non-technical audiences.
  • Ability and willingness to learn emerging technologies, automation tools, and advanced analytics techniques to enhance reporting capabilities, improve operational efficiency, and support continuous improvement initiatives.
  • High degree of integrity, ability to build trust and communicate effectively.
  • Ability to work the hours of 8 a.m.–5 p.m., Monday through Friday with flexibility to be available after hours as needed such as during Legislative Sessions.

Pay

Salary Range: $5,425.33 – $8,886.16 per month.

Schedule

  • Full-time, regular position.
  • Day shift, Monday through Friday, 8 a.m.–5 p.m., with flexibility to be available after hours as needed (e.g., during Legislative Sessions).
  • Up to 5% travel required.
