Main Purpose of Job
The Data Analyst is responsible for the collection, validation, and analysis of operational data for the Family and Medical Leave Insurance (FAMLI) program. The Data Analyst will leverage data from multiple sources, including but not limited to FAMLI's web application and case management system, generating accurate and actionable insights that inform decision-making and monitor progress towards Division goals at all levels.
Under the general supervision of the Data Analytics Manager, the Analyst ensures data quality and integrity, collaborates with technical teams and stakeholders, and contributes to a culture of data-driven decision-making across the organization.
Position Duties
- Collect, clean, and validate data from multiple sources to ensure accuracy, consistency, and reliability;
- Analyze data to identify trends, patterns, and insights that support Division goals and operational priorities;
- Prepare and deliver clear, accurate data analyses and visualizations, and communicate findings effectively through written reports and oral presentations tailored to a variety of audiences;
- Create interactive dashboards using business intelligence tools (e.g., Tableau, Power BI, or other relevant platforms) to present real-time and periodic data to managers, leaders, and teams;
- Create recurring and ad hoc reports from Division staff and leadership, ensuring timely and accurate delivery;
- Consistently and clearly document data sources, methodologies, and processes to support transparency and reproducibility;
- Assist in maintaining and monitoring data governance standards, policies, and procedures;
- Support data integration, quality assurance, and process improvements;
- Proactively identify opportunities for improving or addressing gaps in the Division's data management policies and procedures;

Minimum Qualifications
- Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
- Experience: Six years of administrative staff or professional work.
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Desired Or Preferred Qualifications
- Bachelor's Degree in Business Administration, Computer Science, Data Science, Economics, Mathematics, Statistics, or similar field.
- SQL proficiency, including queries (filtering joins, group by) and basic data validation techniques.
- Advanced proficiency in MS Excel/Google Sheets, including pivot tables, VLOOKUP/XLOOKUP, and nested formulas.
- Hands-on experience with Power BI, Tableau, or other interactive business intelligence tools to build real-time interactive displays.
