About the role

As a Data Analyst, you will use your technical and analytical skills to evaluate a range of government programs and program areas including policy, procedures, operations, objectives, and cost effectiveness to determine actual or potential risk. You will research, identify, and evaluate data sources to determine reliability or usability limitations, collect, manipulate, analyze, and interpret data, and present results to supervision, covering conclusions and recommendations based on evaluations made.

Responsibilities

• Work with business units to develop and build models in support of analytic use cases
• Draft technical requirements and data definitions
• Provide input on current approaches and recommend improvements to best achieve goals
• Review and suggest improvements to current or planned systems and processes
• Perform data extraction, aggregation, and quality checks from multiple sources and tables in support of trend identification and root cause analysis
• Summarize results, create written reports, and collaborate with staff to develop business intelligence solutions

Qualifications

To be appointed to Data Analyst Trainee 1 (SG-14), you must have:

• Four (4) years of professional experience in data visualization and statistical models and data mining tools
• OR a bachelor’s degree or higher in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field

To be appointed to Data Analyst Trainee 2 (SG-16), you must have:

• Five (5) years of professional experience in data visualization and statistical models and data mining tools
• OR a bachelor’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND one (1) year of experience in Data Visualization, and Statistical Models and Data Mining tools
• OR a master’s degree or higher in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field

To be appointed to Data Analyst 1 (SG-18), you must have:

• Six (6) years of professional experience in data visualization and statistical models and data mining tools
• OR a bachelor’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND two (2) years of experience in Data Visualization, and Statistical Models and Data Mining tools
• OR a master’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND one (1) year of experience in Data Visualization, and Statistical Models and Data Mining tools
• OR a Ph.D. in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field

Skills

• Proficient at conducting data processing, data formatting, and data analysis
• Computer programming experience (e.g., R, Python, Java, C++)
• Strong critical thinking and professional judgement
• Strong analytical thinker with excellent troubleshooting and problem-solving skills

Pay

The position may be filled at the Data Analyst Trainee 1 (SG-14) at $53,764, Data Analyst Trainee 2 (SG-16) at $59,994, or full performance Data Analyst 1 (SG-18) at $66,951 based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. Candidates hired at the trainee level will be advanced to the full performance Data Analyst 1 (SG-18) following successful completion of the traineeship.

Schedule

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs, they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
