This is an ISA II-D level position supporting the program agnostic Analytics Group within National Headquarters. The Dark Web Analyst conducts open-source analysis to identify and develop intelligence on targets operating on the clear and dark webs for all Inspection Service investigations, providing actionable intelligence through cryptocurrency tracking and analysis, open source and dark web intelligence, social media analysis, geospatial mapping, and data visualization.

Responsibilities

  • Gather and analyze open or all-source intelligence.
  • Work independently and as part of a team to manage multiple projects with competing priorities and meet deliverables.
  • Use cyber intelligence tools to actively search and mine the publicly available Internet and the dark net/deep web.
  • Apply advanced understanding of cyber-criminal methods, marketplaces, and forums to identify high-value targets and trace cryptocurrency.
  • Conduct analyses and research, reporting results using tabular, pictorial, or graphical techniques (e.g., Qlik, Microstrategy, Tableau, i2 Analyst Notebook).
  • Evaluate Internet information from social media, chats, forums, dark net, TOR network, news feeds, cryptocurrency and blockchain data, and other open sources.
  • Perform prioritized assessments to identify critical data, including cryptocurrency usage, locations, accounts, services, travels, email addresses, IP addresses, and patterns of life for physical attribution.
  • Conduct blockchain analysis, trace fund flows, and produce comprehensive reports and charts.
  • Analyze cryptocurrency exchange subpoena returns and provide contextual analysis for investigations.
  • Respond to Requests for Assistance/Information for USPIS investigations.
  • Provide subject matter expertise in cryptocurrency and blockchain technology, including training and guidance to inspectors and analysts.
  • Produce intelligence and investigative reports detailing steps taken, data sources reviewed, and conclusions drawn.

Requirements

  • Bachelor’s degree from an accredited college or university is preferred; a minimum of 5 years of relevant work experience supporting cryptocurrency investigations is required.
  • U.S. citizenship or Legal Permanent Resident status.
  • Favorable credit check for all cleared positions.
  • Successfully passing a background investigation, including drug screening.
  • Residency requirement: 3 consecutive years in the last 5 years.

Skills

  • Experience with cyber intelligence tools and software for dark web/deep web analysis.
  • Advanced understanding of cyber-criminal methods, online marketplaces, and forums.
  • Proficiency in visual tools such as Qlik, Microstrategy, Tableau, and/or i2 Analyst Notebook.
  • Ability to present findings clearly to various organizational levels.
  • Blockchain analysis and cryptocurrency tracing expertise.
  • Strong research, analytical, and reporting skills.

Physical Requirements

  • Standing/Walking/Mobility: Must have mobility to attend meetings.
  • Climbing/Stooping/Kneeling: 10% of the time.
  • Lifting/Pulling/Pushing: 10% of the time.
  • Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 100% of the time.
  • Sitting: Prolonged and extended periods of time.

Schedule

Due to the nature of law enforcement work and operations, this position may require occasional support outside of core working hours, as well as intermittent weekend support, mission dependent.

Pay

Approximately $115,000–135,000 annually.
