About the role

The Dark Web Analyst supports the program-agnostic Analytics Group within National Headquarters and conducts open-source analysis to identify and develop intelligence on targets operating on the clear and dark webs for all Inspection Service investigations. The analyst provides actionable intelligence through cryptocurrency tracking and analysis, open-source and dark web intelligence, social media analysis, geospatial mapping, data visualization, and USPS backend and network data exploitation.

Responsibilities

• Evaluate Internet information from social media, chats, forums, dark net, TOR network, news feeds, internet relay chats, cryptocurrency and blockchain data, and other open sources.
• Perform prioritized assessments to identify critical and reliable data, including cryptocurrency usage, locations, accounts, services, travels, email addresses, IP addresses, and pattern-of-life data to determine physical attribution of an Internet identity.
• Conduct blockchain analysis, trace the flow of funds, and complete comprehensive reports and charts with findings.
• Analyze cryptocurrency exchange subpoena returns and provide comprehensive analysis in the context of investigations.
• Respond to Requests for Assistance/Information for USPIS investigations.
• Provide subject matter expertise in cryptocurrency and blockchain technology, including training and guidance to inspectors and other analysts.
• Produce intelligence and investigative reports detailing steps taken, data sources reviewed, and conclusions drawn.

Requirements

• A Bachelor’s Degree from an accredited college or university in data science, intelligence, or other computer technology, plus a minimum of eight years of experience reviewing information, conducting analysis, and communicating effectively orally and in writing. Experience supporting criminal investigations is highly desired. Significant demonstrated experience may substitute for the education requirement.
• Experience in open or all-source intelligence gathering and analysis.
• Ability to work independently and as part of a team, managing multiple projects with competing priorities.
• Demonstrated experience using cyber intelligence tools to search and mine the publicly available Internet and the dark net/deep web.
• Advanced understanding of methods used by cyber-criminals to conceal themselves online, how they conduct business, and the marketplaces and forums they operate within.
• Ability to use technology solutions to search, analyze, and prioritize marketplaces and cyber-criminals to identify high-value targets and trace cryptocurrency.
• Experience conducting analyses and research, reporting results using tabular, pictorial, or graphical techniques.
• Demonstrated experience with visual tools such as Qlik, MicroStrategy, Tableau, and/or i2 Analyst Notebook.
• Ability to provide clear, concise, and detailed results to various organizational levels, illustrating conclusions and relationships.

Security Requirements

• Must be a U.S. Citizen.
• Favorable credit check for all cleared positions.
• Successfully passing a background investigation, including drug screening.
• Residency requirement: 3 consecutive years in the last 5 years.

Physical Requirements

• Standing/Walking/Mobility: Must have mobility to attend meetings.
• Climbing/Stooping/Kneeling: 10% of the time.
• Lifting/Pulling/Pushing: 10% of the time.
• Fingering/Grasping/Feeling: Must be able to write, type, and use a telephone system 100% of the time.
• Sitting: Prolonged and extended periods of time.

Pay

Approximately $120,000.00–137,000.00 annually.

Schedule

Due to the nature of law enforcement work, the position may require occasional support outside core working hours, as well as intermittent weekend support, mission-dependent.
