About the Role
The Child and Youth Program (CYP) Direct Care Supervisor assists the facility Director in providing routine supervisory oversight, support, and instruction for CYP Direct Care Professionals in Child Development Centers (CDC) and School Age Care (SAC) Programs. This role ensures oversight and accountability of assigned staff during all hours of program operation.
Responsibilities
- Supervisory Duties
- Directs and assigns work based on priorities, staff capabilities, and requirements.
- Conducts annual performance reviews and participates in staffing decisions.
- Ensures staff receives proper training and addresses disciplinary or performance issues.

- Personnel Management
- Supervises a team of direct care professionals and volunteers.
- Initiates personnel actions, including selection, training, promotions, and disciplinary measures.
- Establishes performance standards and rates employee performance.
- Develops staffing schedules and validates classroom opening/closing procedures.
- Program Implementation
- Ensures a developmentally appropriate program promoting social, emotional, physical, and cognitive growth for children and youth (ages 6 weeks to 18 years).
- Coordinates and supervises field trips and conducts quality assurance checks on classroom records.
- Implements specialized programs for children with special needs and adheres to parental instructions.
- Assists with surveys and needs assessments to improve programming.
- Program Operations
- Guides staff in administering medication and may provide support as needed.
- Ensures facility and program security through routine safety checks.
- Resolves complaints and recommends corrective actions to the Director.
- Communication
- Engages professionally with parents, CYP professionals, school representatives, and installation leadership.
- Interprets and applies child and youth development principles and Department of Navy (DON) policies.
- Collaborates with other CYP leaders to ensure a cohesive program.
- Conducts parent orientations and participates in parent conferences.
- Compliance
- Ensures compliance with laws, policies, and regulations for DoD CYP programs.
- Oversees written observations, behavior strategies, and Inclusion Support Plans.
- Serves as a mandatory reporter for suspected child abuse or neglect.
- Management Operations
- Assists in obtaining and retaining DoD certification and accreditation.
- Reviews, completes, and submits accident/incident reports.
- Ensures compliance with the USDA Child and Adult Care Food Program (CACFP).
- Maintains safekeeping of child records and provides updates to management.
Requirements
- Must satisfactorily complete all background checks, including fingerprint checks, Tier 1 with Child Care check, and State Criminal History Repository (SCHR) check.
- Ability to complete required training certificates and maintain certifications or credentials.
- Must pass a pre-employment physical, provide immunization records, and be free of communicable diseases.
- Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
- Subject to pre-employment and random drug testing; positive results may result in removal from the position.
- Automatic disqualification for convictions related to sexual offenses, child victim crimes, or felony drug offenses, as well as negligence in child care resulting in serious injury or death.
Qualifications
- Specialized experience in child and/or youth professions or education.
- Knowledge of regulations, policies, and standards applicable to CYP programs.
- Knowledge of developmentally appropriate programming for children and youth (ages 6 weeks to 18 years).
- Skill in program planning, employee scheduling, and team leadership.
- Ability to conduct assessments, provide feedback, and implement corrective actions.
- Strong interpersonal and communication skills (oral and written).
- Ability to respond to emergencies, including evacuations and child illness.
Education
One of the following:
- A bachelor’s degree or higher in Youth Development, Child Development, or a related field (e.g., Recreation, Education, Psychology, Social Work) and 2 years of experience working with children and/or youth.
- Two years of specialized experience leading a team in a military childcare setting or similar environment.
Education and experience must be clearly demonstrated in the resume and supporting documents.
