About the role

Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and/or regulations, and environmental review and control work, or organizes and carries out programs/projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and/or human environments; investigates environmental complaints concerning projects; conducts contract, grant, and/or loan processing; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required.

Responsibilities

• Positions 1, 2 & 3 – Northern Field Operations:
  • Timely review of remedial action reports submitted by certified environmental contractors performing remediations of homeowner heating oil tanks and Licensed Site Remediation Professionals submitting remedial phase reports related to Educational Facilities and Child Care Centers.
  • Evaluate technical reports to determine compliance with soils and groundwater remediation standards.
  • Conduct field inspections of sites including Educational Facilities and Child Care Centers, Remedial Action Permits, Unregulated Heating Oil Tank (UHOT) cases, and other environmental incidents/complaints.
• Position 4 – Southern Field Operations:
  • Timely review of remedial action reports submitted by certified environmental contractors performing remediations of homeowner heating oil tanks.
  • Evaluate technical reports to determine if contaminated soils and groundwater are remediated to state standards.
  • Mainly an office position, but may include field inspections when warranted.
• Positions 5, 6, 7 & 8 – Site Management:
  • Manage publicly funded projects, including coordinating site-specific funding requests and invoice processing, access coordination, contractor oversight, scope of remedial work development, and scheduling.
  • Perform technical evaluation of environmental data and remedy recommendations.
  • Engage with the community and support cost recovery efforts.
  • Conduct fieldwork, including site inspections and oversight of contractors conducting construction activities.
  • Assigned a state vehicle, mobile phone, and laptop for fieldwork.
• Positions 9 & 10 – Case Management:
  • Timely review of highly complex remedial reports, workplans, and other documents submitted by environmental professionals on behalf of responsible parties.
  • Evaluate technical reports to determine if contaminated media such as soils and groundwater are investigated and remediated to state regulations and standards.
  • Issue approvals for reports meeting standards; require revisions and continued remediation for those that do not meet state requirements.
• Position 11 – Environmental Measures & Site Assessment:
  • Perform unknown source investigations in the Site Assessment Unit (SA) to accomplish established goals and objectives.
  • Investigate and sample sites identified as potential sources of contamination at IECs.
  • Demonstrate competence in technical report writing, investigative skills, and data presentation.
  • Perform Preliminary Site Investigations (PSI), Preliminary Assessments (PA), and Site Investigations (SI).
  • Evaluate IEC sites, determine the location of potential sources of contamination, write sampling workplans, secure funding, and perform sampling of soil and groundwater.
  • Responsible for NJEMS and FSE data entry.
• Position 12 – Environmental Measures & Site Assessment:
  • Oversee and conduct field sampling, including collecting groundwater, surface water, sediment, soil, landfill gas, and indoor air measurements using various field instruments.
  • Coordinate analytical work through contract laboratories.
  • Perform field sampling and oversee contractors performing field sampling at hazardous waste sites, both commercial and residential.
  • Health and Safety training and medical surveillance required.
• Positions 13 & 14 – Brownfields:
  • Coordinate brownfield investigation, remediation, and redevelopment for the office’s BDA Program, Hazardous Discharge Site Remediation Fund (HDSRF) Program, Landfill Redevelopment Program, and/or Brownfield Redevelopment Incentive Program (BRIP).
  • Review and inspect documents submitted by Licensed Site Remediation Professionals (LSRPs) to ensure investigations and remediations are performed in accordance with regulatory and statutory requirements.

Requirements

• Education: Graduation from an accredited college or university with a Bachelor's degree in one of the following:
  • Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences;
  • Environmental Planning, Environmental Policy, or Physical Geography;
  • Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.

  Note: A valid Professional Engineer’s license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor’s degree in Engineering.

• Experience: Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.

  Note: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

• License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Preferred Skill Set

• Positions 1, 2 & 3:
  • Review of remedial phase reports related to Educational Facilities and Child Care Centers.

• Position 4:
  • Experience in the review of remedial action reports for Unregulated Heating Oil Tank (UHOT) cases, including data entry into NJEMS and the processing of No Further Action letters.
• Positions 5, 6, 7 & 8:
  • Ability to manage state contractors.
  • Interpret scientific data and make recommendations.
  • Knowledge of Vapor Intrusion, POETS, NERAS & Subsurface Contracts, Technical Requirements for Site Remediation, CERCLA and NCP.
  • Ability to engage with residents.
  • OSHA 40-hour trained (primarily a field position).
• Positions 9 & 10:
  • Oversee the investigation and cleanup of complex hazardous waste sites conducted by private responsible parties and other government agencies.
  • Perform administrative and technical reviews of all remediation documents related to the remediation of contaminated sites in accordance with the Comprehensive Environmental Response, Compensation, Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and the NJDEP Technical Requirements.
• Position 11:
  • Ability to work with limited supervision while conducting unknown source investigations.
  • Knowledge of NJDEP Field Sampling Procedures Manual, USEPA PA/SI guidance, USEPA HRS Scoring system, Technical Requirements for Site Remediation, and Remediation Standards.
  • Ability to interpret scientific data and make evaluations and recommendations for identifying sources of contamination.
  • Knowledge of State Contract Management, FSE and NJEMS procedures.
• Position 12:
  • Ability to conduct environmental sampling, prepare data summary reports, and perform FSE and NJEMS tasks.
  • Ability to develop and evaluate sampling plans and coordinate contract engagements for sampling events needed to evaluate human health exposure pathways.
  • Knowledge of CSRR rules, regulations, policies & guidance.
  • Experience with procurement operations of state contractors engaged to conduct sampling at contaminated sites.
  • Working knowledge of FSE and NJEMS.
• Positions 13 & 14:
  • Review of remedial phase reports related to Educational Facilities and Child Care Centers.
  • Review of remedial action reports for Unregulated Heating Oil Tank (UHOT) cases.
  • Field audits of UHOT contractors.

$69,668.20 – $101,950.90 per year (P22)
