Initial compensation for this position ranges from $106,022 - $130,394 per year, depending on experience, location, and internal equity considerations. Additional differentials include an 8% license differential for LMFT, LCSW, LPCC, PsyD, and select Peer Certifications, as well as a 7.5% bilingual differential for qualified positions.

About the Program

TRUST is a Mobile Mental Health Evaluation Team that handles psychiatric emergencies for adults with psychiatric or behavioral distress. The program includes a crisis hotline, mobile mental health response, and follow-up services.

Schedule

Sunday–Wednesday, 8:00 AM to 6:00 PM

Responsibilities

  • Hire, develop, train, manage, and retain clinical program staff and teams to ensure customer satisfaction and culturally competent service delivery.
  • Act as a liaison between the team and community partners, providing fiscal stewardship and bridging fiscal and other departments.
  • Ensure high-quality service delivery consistent with Medi-Cal regulations and California Welfare & Institutions (W&I) Code.
  • Provide backup to Clinician positions, including joint responses with law enforcement, crisis assessment, triage, de-escalation, and stabilization in volatile situations.
  • Coordinate services with internal and external providers, such as law enforcement, to develop constructive relationships and problem-solve barriers.
  • Apply advanced clinical skills to intervene with individuals and families in crisis, including executing involuntary psychiatric holds per Laterman Petris Short Act laws.
  • Respond to community-based mental health crises, including intervening with individuals presenting as a danger to self or others, and participate in joint responses with law enforcement.
  • Monitor and ensure defined outcome achievement and satisfaction levels for individuals, families, and referring agencies.
  • Provide coaching, mentoring, and training in the implementation of Evidence-Based Practices (EBPs).
  • Ensure compliance with all policies, procedures, licensing, quality, IT, HR, and regulatory standards.
  • Maintain 24/7 scheduling for crisis response coverage, including shift coverage and participation in the Crisis Continuum on-call manager rotation.
  • Maintain audit-ready charts and conduct independent audits.
  • Provide observations and feedback to supervisors to monitor or modify programs.
  • Deliver community and law enforcement-based trainings as needed.
  • Ensure staff billable productivity and revenue-related activities meet or exceed forecasts.
  • Identify team opportunities for improvement and develop strategies to address gaps.
  • Lead Quality Improvement (CQI) activities and project implementation.
  • Provide culturally responsive services and ensure client and family voice in care.
  • Deliver direct services to individuals and families as support to direct service staff.
  • Conduct community outreach, education about agency programs, and mental health/crisis response resources.
  • Advocate for system change in alignment with agency service delivery philosophy.
  • Manage day-to-day operations, including administrative systems, human resources, and fiscal requirements.
  • Collaborate with managerial peers to improve program delivery and fiscal adherence.
  • Perform other related responsibilities as assigned.

Requirements

  • Master’s Degree (M.A.) in Social Work or a closely related field (e.g., Marriage, Child and Family Counseling or Psychology).
  • Four (4) or more years of clinical experience with children or adults, including crisis management, or an equivalent combination of education and experience (two years of relevant experience equals one year of education).
  • Two (2) years of supervised clinical experience with children and/or adults.
  • Strong leadership and crisis management skills.
  • Certification in crisis intervention techniques within the first 30 days of hire and annually thereafter.
  • Certification in county of service for LPS 5150 (Welfare and Institutions Code section 5150.00) within 60 days of hire.
  • If required by the program, pass an initial Human Performance Evaluation (HPE) and maintain certification in crisis intervention techniques.

Preferred Qualifications

  • Licensed according to California state law (Welfare and Institutions Code section 5600.2).
  • Four (4) to five (5) years of clinical experience with children or adults.
  • Crisis management experience.
  • Training in domestic violence, physical/sexual child and elder abuse, with competency in maintaining current knowledge of state, county, and local laws.
  • Self-defense training to react/respond to harmful and violent physical situations.
  • Knowledge of local county rules and regulations from the Department of Social Services or related divisions.
  • Experience providing services to individuals with substance use disorders, co-occurring disorders, and/or unhoused populations.

Skills

  • Experience, knowledge, and abilities working with culturally diverse populations.
  • Ability to speak, read, and/or write another language.
  • Competencies in documentation, customer focus, individual/family/group therapy, crisis response, initiative, and team leadership.

Physical Requirements

  • Must remain physically fit to ensure client safety.
  • Ability to stand, walk, sit, use hands, reach, climb stairs, balance, stoop, kneel, crouch, crawl, talk, hear, taste, or smell as needed.
  • Ability to move quickly or run and drive a car.
  • If employed at a Neurodevelopment Services location, must pass a Human Performance Evaluation Test, including lifting, pushing/pulling, repetitive coupling, static weight, and other required movements.
  • Occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
