Crane & Rigging Superintendent

About the role

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Responsibilities

• Supervise and direct operations within the rigging discipline, including cranes & rigging craft, subordinate supervisors, and others as assigned.
• Ensure assigned construction performance follows specifications and stays within schedules and budgets.
• Provide ES&H leadership to personnel, including preparation and implementation of safety procedures and leading safety meetings.
• Ensure all crane and rigging operations comply with applicable Bechtel procedures, OSHA standards, federal, state, county, and local regulations, and customer and project-specific requirements.
• Engage in Job Hazard Analysis (JHA) and sign FLHA cards for rigging activities.
• Manage all site cranes per processes and procedure requirements regarding safe usage, site relocation, assembly/disassembly of telescopic RT-AT and lattice boom crawler cranes, safe rig up and safe raising-lowering of long boom cranes, proper set up, proper usage, and site ground bearing conditions for crane pads.
• Manage site Crane Operator Examiners (COEs) and crane operator qualification programs, including certifications, state licenses, and medical certificate verifications.
• Ensure assigned personnel are properly qualified, trained, competent, and aware of their responsibilities and comply with all applicable standards and safe practices.
• Inspect sites for unsafe conditions and practices and take corrective action to address breaches.
• Coordinate safety training and enforce safe work practices in conjunction with the Environmental Safety and Health Supervisor.
• Champion the ZERO Accident Philosophy and ensure compliance with Bechtel and local/national safety codes and standards.
• Review and approve subcontractor equipment/personnel mobilization and demobilization.
• Plan manpower and equipment required to execute the job and monitor craft activities to ensure compliance with specifications and schedules.
• Interface with Labor/Industrial Relations for craft recruitment and training programs.
• Coordinate with the General Foreman to hire craft labor to execute work.
• Perform employee reviews and identify training and development opportunities for subordinate cranes & rigging personnel.
• Review craft time records using established automated tools and maintain 90-day and four-week look-ahead schedules for labor and equipment.
• Prepare reports and forecasts, including construction progress summaries, craft personnel forecasts, and expenditure forecasts.
• Provide input to quantity tracking applications and report weekly installed quantities to Project Controls.
• Responsible for implementing corporate project policies, procedures, and instructions within assigned areas of operation.
• Coordinate and implement established area operational plans.
• Prepare material requisitions for tools and consumables and coordinate through Procurement to obtain these materials.
• Assist in performing construction testing as required.

Requirements

• Bachelor's degree (or international equivalent) and 5–8 years of relevant experience, or 9–12 years of relevant work experience.
• Certified rigger/signal person (NCCCO, NCCCER, or equivalent).
• Certified crane operator (NCCCO, NCCER, or equivalent).
• Certified OSHA crane inspector.
• Bechtel Certified Rigging Engineer (CRE) certification.
• Experience on an LNG construction site, especially along the U.S. Gulf Coast.
• Heavy industrial direct-hire construction experience commensurate with the type of work to be undertaken.
• Experience in oil, gas, refinery, petrochemical, minerals processing, or power generating station construction is preferred.
• Computer literate in word processing, spreadsheets, and database applications.
• Working knowledge of applicable industry codes and standards.
• Excellent communication and problem-solving ability.
• Certified crane operator experienced as A/D director for all types of mobile cranes.
• Ability to read and interpret crane manufacturer operator manuals and load charts.
• Experienced in safe use and inspection of rigging hardware.
• Ability to develop 3-week look-ahead schedules regarding crane operations.
• Ability to monitor and track utilization of all site cranes.

Additional Information

• Willing to work a flexible schedule as required, including nights, split shifts, or other variations.
• Physical ability to conduct field inspections, including extensive walking in high heat and humidity, climbing ladders and scaffolding, working on elevated platforms and uneven surfaces, and working in small or confined spaces.
• Ability to lift as required and walk into and out of the project site.
• Must be able to use appropriate standard-issued Personal Protective Equipment (PPE) for each assigned task (e.g., harness, life vest, lift buckets).
