About the role

The Fifth Judicial District Court of Chaves, Eddy and Lea Counties is recruiting for a Court Executive Officer 3. This position oversees the management and administration of the court, including administrative services and non-judicial operations, allocating resources to maximize efficiency and effectiveness in court operations while enhancing public service. The role requires frequent travel and operates Monday through Friday, 8:00 am - 5:00 pm.

Responsibilities

  • Provide general operational and administrative direction and supervision of court employees.
  • Administer or oversee court operations, including finance, facilities, security, human resources, information systems, pre-trial services, case management, and specialty courts.
  • Recommend budget priorities to the Chief Judge and develop long and short-term strategic financial goals.
  • Oversee, review, and/or prepare financial audits, grant administration, fixed assets, and facility administration.
  • Review and approve court financial reports, reconciliations, financial statements, or expenditures, ensuring compliance with the NM Procurement Code.
  • Serve as Chief Financial Officer (CFO) and/or Chief Procurement Officer (CPO) for the court, ensuring compliance with statutes, rules, and procedures.
  • Manage and oversee negotiation and management of contracts on behalf of the courts in accordance with applicable laws.
  • Oversee jury operations, ensuring efficient use of state and citizens’ time and resources.
  • Plan current and future court facility and space needs; collaborate with county managers, architects, contractors, and vendors for modifications, maintenance, or upgrades.
  • Oversee court security in conjunction with the County Sheriff’s Department, Supreme Court, and AOC to ensure a safe environment for employees and the public.
  • Collaborate with outside security agencies to ensure the safety of judges, staff, and the public.
  • Enforce court security measures for information technology, public information, and records, including timely responses to IPRA requests and media inquiries.
  • Manage uniform record-keeping systems and collect data on pending and completed judicial business and internal operations.
  • Ensure facilities provide a safe, secure, and ergonomic work environment.
  • Conduct research, development, coordination, and tracking of legislative initiatives; draft proposed legislation; provide testimony and develop strategies for passage.
  • Analyze court/program needs and address requests from the legislature and other interested parties.
  • Serve as a liaison to state, county, municipal, or private organizations; consult and collaborate with managers, employees, state agencies, legislators, the public, press, attorneys, and vendors.
  • Prepare comprehensive status and statistical reports, rules, and procedures; address citizen complaints.
  • Serve on internal judicial and external community steering committees to develop and manage efficient court processes and policies.
  • Advise judges on performance measures and case management best practices; assist in equitably assigning caseloads.
  • Develop and implement information technology solutions for the court, including fixed assets.
  • Hire, manage, organize, and coordinate the work of professional staff; assist subordinates in establishing and meeting goals.
  • Prepare and review statistical reports on court performance measures; report to the Chief Justice or Chief Judge.
  • Identify performance hindrances and opportunities; implement new procedures and policies where appropriate.
  • Perform other duties as assigned.

Qualifications

Minimum Qualifications:

  • Education: Master's degree from an accredited college or university in Business or Public Administration, Judicial Administration, Criminology, Management, or a directly related field.
  • Education Substitution: Bachelor’s degree in the above fields plus one (1) year of experience in budget, finance, human resources, contracts administration, or a related field, along with the experience outlined below.
  • Experience: Eight (8) years of experience in court management or a criminal justice system overseeing a large public agency or department, including budget, finance, procurement, human resources, or contracts administration. Five (5) years of experience supervising and managing a diverse staff.
  • Supervisory Substitution: Leadworker duties may substitute for supervisory experience at a rate of one (1) year of leadworker duties equaling six (6) months of supervisory experience. An additional five (5) years of directly related experience may substitute for supervisory experience if the incumbent attends the NMJB Supervisory Mentorship Program Training.

Competencies:

  • Extensive experience in budget development, management of diverse court programs and staff, and policy development.
  • Ability to deliver presentations to diverse audiences, including testifying before legislative bodies.
  • Comprehensive knowledge of the judicial branch of government.
  • Demonstrated ability to lead and direct change to benefit court operations.
  • Exemplary leadership through integrity, honesty, respect, and effective team-building.

Work Environment

  • Work is performed in an office or court setting.
  • Valid driver’s license and frequent travel required.
  • Assigned work schedule may include nights, weekends, holidays, and overtime.
  • Regular interaction with co-workers, clients, the public, judges, and justices.

Pay

Target pay range: $56.21 - $70.26 per hour or $116,916.80 - $146,140.80 annually.
