Court Administrator I (Land Court) - Honolulu, Oahu
About the Role
This position supports the statewide operations of the Land Court and the Tax Appeal Court by serving as the Registrar of the Land Court and Ex-Officio Clerk of the Tax Appeal Court. It oversees and directs all administrative, operational, and court service functions that support judicial proceedings, land title registration, and tax appeal matters across the State of Hawaii.
Responsibilities
- Develop and implement policies and procedures.
- Manage court records, case management, and courtroom operations.
- Coordinate with judges, Judiciary divisions, attorneys, and external agencies.
- Oversee budgets, personnel, technology systems, and legislative matters.
- Ensure the accurate processing, custody, and certification of legal documents.
- Schedule court calendars statewide.
- Supervise and train staff.
- Provide technical assistance to the public and legal community.
- Ensure compliance with applicable statutes, court rules, and administrative policies to promote efficient and uniform court operations.
Requirements
Education Requirement
Graduation from an accredited four-year college or university with a bachelor’s degree. Excess work experience as described under Specialized Experience, or other responsible administrative, professional, or analytical work experience, may be substituted on a year-for-year basis. The experience must demonstrate comparable knowledge and abilities to those acquired in four years of college.
The education or experience must demonstrate the ability to:
- Write clear and comprehensive reports and other documents.
- Read and interpret complex material.
- Solve complex problems logically and systematically.
Specialized Experience
Three years of progressively responsible professional, administrative, or technical work experience in one or a combination of the following areas (clerical work experience is non-qualifying):
- In a court or legal setting, responsibility for supervising or overseeing the operational activities of a unit or section whose primary function is the preparation and/or processing of legal documents. Such experience must include:
- Planning and directing the work of others.
- Assigning and reviewing their work.
- Advising them on difficult problem areas.
- Timing and scheduling their work.
- Training and developing new employees.
- Disciplining them when necessary.
- Independently performing professional work involving written analysis, evaluation, and recommendations for problem resolution in a court or legal setting, or in social work or administrative programs of the courts.
Staff Specialist or Supervisory Experience
Six months of experience in one of the following areas:
- Staff Specialist Experience: Work in a criminal justice system involving program development, evaluation, new procedures, or advisory services to management.
- Supervisory Experience: Experience that includes:
- Planning and directing the work of others.
- Assigning and reviewing their work.
- Advising them on difficult problem areas.
- Timing and scheduling their work.
- Training and developing new employees.
- Disciplining them when necessary.
The required years of Supervisory Experience are separate from the Specialized Experience requirement.
Administrative Experience
Administrative aptitude may substitute for actual administrative experience. Evidence of administrative aptitude may include:
- Success in assignments or projects involving administrative problems (e.g., planning, organizing, promoting, and directing a program).
- Demonstrated interest in management through work assignments.
- Completion of educational or training courses in management, with application of learned principles.
- Management’s observation and evaluation of leadership and managerial capabilities.
- Success in trial assignments to managerial or administrative tasks.
Substitution of Education for Specialized Experience
- A master's degree in business, public administration, criminal justice administration, or a closely related field may substitute for one year of Specialized Experience.
- A Juris Doctor degree from an accredited school of law may substitute for one year of Specialized Experience.
