County Financial Technician III
This recruitment will establish an employment list to fill current and future vacancies within the Auditor-Controller/Treasurer-Tax Collector’s Office. The current vacancy is with the Auditor’s Office located at the Courthouse in Visalia. The employment list is anticipated to remain active for six months.
About the Role
This is the journey-level position in the County Financial Technician series. The role involves performing complex financial transactions and providing lead supervision to a unit of County Financial Technicians.
Responsibilities
- Audit financial data, documents, and reports for accuracy and completeness; make corrections and assist department staff with error resolution.
- Prepare claims and process payments; serve as a subject-matter specialist for complex transactions.
- Prepare and maintain a variety of financial records and reports.
- Assist other county departments, vendors, and employees with claims processing issues.
- Update vendor information for reporting and IRS compliance.
Requirements
Minimum Qualifications
Equivalent to the following education and experience:
- Completion of the twelfth (12th) grade, preferably supplemented with college coursework in bookkeeping or accounting.
- Three (3) years of increasingly responsible financial record-keeping experience, including reading, interpreting, and analyzing financial documents, accounts, and records; or one (1) year of experience as a County Financial Technician II.
Knowledge Of
- Procedures and requirements of county financial offices.
- Accounts payable procedures.
- Methods and procedures for receiving and disbursing funds.
- Financial and statistical ledger systems.
- General bookkeeping and record-keeping practices.
Skills & Abilities
- Work and communicate effectively with individuals of diverse education and socioeconomic backgrounds.
- Operate contemporary office equipment, including computers and electronic financial systems.
- Perform complex financial record-keeping, including preparing and reconciling financial reports, processing payment claims, and making adjusting and closing entries.
Conditions of Employment
- Pass a pre-employment drug and alcohol screening.
- Undergo a background investigation, which may include re-investigation every 10 years for some positions.
- Complete an Employment Eligibility Verification (E-Verify) on the first day of employment for some positions.
- Some positions may require a physical exam.

- Vacation Accrual:
- 2 weeks per year (0–3 years of service)
- 3 weeks per year (3–7 years of service)
- 4 weeks per year (7–11 years of service)
- 5 weeks per year (11+ years of service)
Limit of 300 hours.
- Sick Leave Accrual: 12 days per year with unlimited accumulation; 60 hours may be used for family sick leave.
- Career Incentive Pay: Additional pay for eligible employees with five (5) or more years of service:
- 5 years: 3% increase
- 10 years: 2% increase (total 5%)
- 15 years: 3% increase (total 8%)
- 20 years: 2% increase (total 10%)
- Group Term Life Insurance and AD&D: $10,000 provided by Standard Insurance Company.
- Disability Insurance: Covered by State Disability Insurance; premium paid by the employee.
- Deferred Compensation: Voluntary deferred compensation plan available.
