COTS Integration Engineer - Veterans Affairs
Copperhead Technologies, an operating firm of Command Holdings, is seeking a senior-level COTS Integration Engineer to support the Veterans Affairs (VA) OI&T DMSQAR office. This role serves as the technical owner for the Behavioral Health Lab (BHL) Touch application, its supporting APIs, the Onboarding Application, single sign-on/identity integration (SSOe/ID.me), and user permissions within the VA Data Collection Tool (DCT) program.
About the role
The COTS Integration Engineer will own the configuration, integration, and vendor coordination for BHL Touch, ensuring the forms-based COTS solution remains properly configured, secure, and integrated with VA-authorized identity and access systems. This position supports an active VA program and requires ongoing coordination with COTS vendors, VA program and security staff, and other contractors. The engineer will manage system configuration, identity integration, and responsiveness to vendor-driven changes and program requirements affecting BHL Touch, the Onboarding Application, and related permission structures.
The engineer leads integration of BHL Touch and the Onboarding Application with supporting APIs, applying deep systems integration expertise to configure and integrate COTS software via API in alignment with program and technical requirements. They will manage the technical relationship between the forms-based COTS solution and connected systems to ensure data flows and business logic remain accurate as the platform evolves.
Responsibilities
- Support grantee processes for reviewing data quality and provide data engineering, management support, and quality assurance recommendations to VA.
- Configure and integrate the BHL Touch commercial off-the-shelf (COTS) platform and its associated Onboarding Application, coordinating directly with the COTS vendor on systems configuration changes, API integrations, and new online data collection forms driven by Congressional feedback or program policy changes.
- Manage the Onboarding Application's identity and access workflows, including synchronization between VA's grants management system (UDPaaS) and the DCT.
- Support troubleshooting of SSOe/ID.me authentication and API endpoint issues affecting BHL Touch and Power BI integration.
- Serve as the technical owner of BHL Touch, managing its configuration within the broader application stack, including the data access layer, business logic, and data models.
Requirements
- Bachelor's degree in computer science, information systems, engineering, or a related field.
- Demonstrated experience working with COTS product vendors and other contractors to implement ISO standards, protocols, and integrative technologies.
- Deep systems integration expertise, including configuration of forms-based COTS solutions and integrating COTS software via API.
- Experience managing single sign-on and identity federation integrations, such as SSOe and ID.me, including troubleshooting authentication issues.
- Experience configuring and managing user permissions and role-based access controls within a COTS application environment.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English and demonstrated proficiency in using all Microsoft Office applications.
- Ability to pass a Tier 1 federal background investigation including fingerprinting. More information.

Preferred Qualifications
- Master's degree in a related technical field.
- Direct experience with federated identity/SSO integrations (SAML, OpenID Connect), consistent with DCT's integration with VA's Single Sign-On External (SSOe) via ID.me.
- Direct experience with the Behavioral Health Lab (BHL) Touch application or similar VA/federal forms-based COTS clinical or grantee data collection tools.
- Experience supporting federal health or benefits programs requiring sensitive data handling and access controls.
- Previous experience supporting the Veterans Affairs office.
Work Environment

Travel
0-10% / Minimal travel expected: off-sites, meetings, training, or conferences.
Pay
Expected salary range: $103,000–$111,000.
