CORRECTIONS PROGRAM SPECIALIST I - DOWNTOWN, OAHU

About the role

The Corrections Program Specialist series includes positions that perform staff services to management by conducting program development and evaluation, policy review and recommendation, and studies of management, organization, staffing, and related concerns for all aspects of the State's Corrections program.

The Corrections Program Specialist I class is responsible for performing program planning, evaluation, and analysis studies; participating in the development of program plans, policies, standards, and guidelines for the overall correctional program; conducting management, organization, staffing, and related studies; and coordinating the preparation of the operating and/or CIP budget and related financial documents and organizational/reorganizational packages for the statewide correctional program.

Responsibilities

• Perform program planning, evaluation, and analysis studies.
• Participate in the development of program plans, policies, standards, and guidelines for the correctional program.
• Conduct management, organization, staffing, and related studies.
• Coordinate the preparation of operating and/or CIP budgets and related financial documents.
• Prepare organizational and reorganizational packages for the statewide correctional program.
• Perform other related duties as assigned.

Requirements

• Citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
• Bachelor's degree from an accredited four-year college or university with a major in sociology, psychology, criminology, penology, or other related behavioral science, including coursework in research or statistics.
• Two and one-half (2.5) years of progressively responsible professional counseling or related social services work experience demonstrating knowledge of modern theories, techniques, and practices in corrections work related to redirection and rehabilitation. Experience may be obtained in agencies concerned with criminal reduction (e.g., courts, corrections, or public/private rehabilitation organizations).
• At least six (6) months of the general experience must demonstrate aptitude for full-time program/staff specialist work in corrections, including:
  • Participating or assisting in planning, coordinating, or developing programs or program activities.
  • Conducting research and analysis.
  • Applying problem-solving methods and techniques, including identifying problems, evaluating alternative solutions, and preparing narrative reports.
• Education or experience in sociology, criminology, penology, psychology, or related behavioral science must include a basic theoretical knowledge of:
  • General principles of human behavior.
  • Counseling.
  • Current state of practice and concepts in corrections programs.
  • Principles and methods of research or statistics.
• Some positions require possession of a valid driver's license at the time of appointment. This position has this requirement.

Excess general or specialized experience, or other progressively responsible administrative or professional work experience, may substitute for education on a year-for-year basis if it provided comparable knowledge, skills, and abilities.

Pay

$5,527 to $6,728 per month (SR-22, Step D to I). Hiring rates will be based on availability of funds, applicant's qualifications, and other relevant factors.
