About the role

The Correctional Maintenance Officer I Grounds Supervision is the entry-level position responsible for the custody, security, and supervision of adult inmates in maintenance and repair work within a correctional environment. This role focuses on landscaping, cultivation, and structural upkeep of the facility's outdoor areas, instruction and supervision of incarcerated individuals assigned to the grounds crew, and maintenance of perimeter custody and security.

Responsibilities

  • Supervise and maintain control and discipline among inmate workers, including conducting searches for contraband and administering disciplinary actions for violations.
  • Enforce safety, sanitary, custody, and security rules and regulations; physically restrain inmates if necessary during fights or escape attempts.
  • Maintain continual count of inmates assigned to work details.
  • Assign installation maintenance or repair tasks to inmates, train and instruct them on methods, techniques, and proper use of tools and equipment.
  • Inspect and approve or disapprove all work performed by inmates for adherence to quality standards.
  • Estimate time, materials, and supplies needed for maintenance or repair tasks; order and keep records of supplies and materials used.
  • Personally perform installation, maintenance, or repair tasks on grounds infrastructure, including operating hand and power tools and equipment.
  • Plan and implement appropriate procedures for grounds upkeep, manage work crews, and control tool inventories.
  • Escort third-party vendors and inspect completed work assignments.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education.
  • Two years of grounds supervision experience.
  • U.S. citizenship or Resident Alien status.
  • Must be at least 21 years of age.
  • Must successfully pass a background investigation, oral interview, and physical examination.
  • Must possess a valid motor vehicle operator's license in the State of Maryland if assigned duties requiring vehicle operation.
  • Must complete and pass the Entrance Level Correctional Training Course for Maryland Correctional Training Commission certification during the probationary period.
  • Subject to call-in 24 hours a day and must provide a telephone number for contact.
  • Subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.

Preferred Qualifications

  • Experience and ability to determine proper methods of planting, cultivating, and caring for hedges, shrubs, lawns, and flowers.
  • Knowledge of gardening materials, tools, and equipment, including their use and care.
  • Experience performing miscellaneous gardening and ground maintenance work.

Special Requirements

  • No felony convictions.
  • No misdemeanor convictions within five years; no probations before judgement or parole and probation within five years.
  • Must not currently be on parole or probation.
  • No civil drug convictions within three years.
  • No convictions or probations before judgement on any 12-point driving violation within five years (e.g., DUI, fleeing/eluding police, driving with a suspended/revoked license).
  • No separations from military service less than honorable.
  • The Maryland Police and Correctional Training Commission may disqualify applicants for unlawful use of natural cannabis or cannabinoids within 12 months preceding the date of hire.
