Coordinator Child Care

About the Role

The Coordinator Child Care oversees the day-to-day management and administrative functions of the Child Care Subsidy program. This position is responsible for staff supervision, mentoring and development, quality control, community advocacy, and networking to further program goals and objectives at the Kenosha County Job Center/Human Services Building.

Responsibilities

• Provide child care case management services to eligible populations.
• Supervise staff of child care case workers, including support, mentoring, coaching, and disseminating information.
• Make child care referrals to appropriate resources and respond to participant needs through monitoring alerts and team communication.
• Assist in the development, coordination, and implementation of policies, rules, and procedures for child care regulation.
• Maintain county policies and procedures for child care subsidy authorization and payment.
• Complete payment adjustments for participants through state systems.
• Oversee the child care audit process, including finalizing overpayments and Intentional Program Violation (IPV) fraud referrals.
• Prepare and present at child care overpayment and IPV fraud referral hearings.
• Manage updates and completion of monthly child care reports.
• Conduct training and provide consultation on child care regulation, licensing, and related issues; review and revise training as necessary.
• Disseminate policy and procedure changes to all personnel in a timely manner.
• Assist families in locating regulated child care providers and provide information on what to look for in a regulated setting.
• Serve as a contact point for families with questions or concerns about eligibility and authorization for child care services.
• Conduct regular unit meetings to ensure staff are informed and address any issues or concerns.
• Attend regional child care meetings to stay informed about upcoming changes and events.
• Maintain state guidelines for provider payments and answer questions about authorization lengths and payment rate calculations.
• Coordinate with Resource and Referral, the Bureau of Regulation and Licensing, and the local certification agency to develop child care slots in Kenosha County.
• Maintain standards of confidentiality.
• Perform other duties as assigned for the effective operation of the Child Care Coordination Unit.

Requirements

• High School Diploma required; Bachelor's Degree in liberal arts, human services, or related field strongly preferred.
• Strong understanding of accounting oversight and child care audits.
• Three years' experience preferred, preferably in social services or early childhood education.
• Valid driver's license and access to an insured vehicle for job functions.

Skills

• Knowledge of the child care subsidy program, including state rules and regulations.
• Experience in the development, implementation, and evaluation of programs and policies related to child care.
• Ability to establish professional, cooperative working relationships with participants, providers, agency staff, and community organizations.
• Knowledge of the child care market within the community and ability to communicate frequently with child care programs and other agencies.
• Ability to understand and communicate complex and fluctuating rules and regulations.
• Ability to advocate for participants' issues related to child care within the Job Center and at county and state levels.
• Knowledge of child care issues, parenting concerns, and community resources.
• Ability to maintain accurate information and an efficient record-keeping system, including compiling data for reports and written analysis.
• Ability to set priorities, solve work-related problems, and work independently as well as in a team environment.
• Knowledge of poverty and its impact on the personal, social, and vocational development of public welfare recipients.

Physical/Sensory Demands

• Ability to move throughout office areas.
• Ability to effectively and professionally communicate in written and verbal form with individuals eligible for programming, employees, and other agencies' staff.
• Ability to visually monitor work area.
• Ability to manipulate computer/typewriter keyboard.

Pay

Placement within the salary range considers education, experience, internal equity, market demands, and other qualifying criteria. It is not typical for individuals to be hired at or near the top of the range.
