Contracts Spec III

About the role

The Procurement and Property Management (PPM) Division within the Business Services Directorate (BSD) of Brookhaven National Laboratory (BNL) is seeking a Contract Specialist III. This position reports to the Major Subcontracts Manager.

Responsibilities

• Plan and coordinate complex subcontracts for services and specialized scientific equipment and systems for a department, project, or program.
• Provide subcontract expertise and leadership by determining and implementing appropriate source selection methods and contract types that meet technical, schedule, and budget requirements.
• Perform price and/or cost analysis, prepare negotiation positions, and lead negotiation teams.
• Manage post-award activities including contract administration, tracking contractor performance, and overseeing contractor meetings.
• Prepare and present reports on subcontract activities.
• Document subcontract files and perform contract administration, as applicable.
• Knowledge of information processing software such as Microsoft Office, including Word, Excel, and PowerPoint.

Requirements

• Bachelor’s degree in a business discipline or equivalent.
• Two (2) years related work experience in subcontracts or related business discipline.
• Thorough understanding of the procurement business discipline.
• Regular business contact within and outside the Laboratory to obtain and provide detailed and complex information.
• Tracks, organizes, and analyzes procurement information.
• Apply independent judgement within established procedures and guidelines to complete projects and process procurements with signature authority of $175,000.00.

Preferred Qualifications

• Master’s degree.
• Certified Procurement Professional (CPP) or similar certification in government procurement practices.
• Experience with the Federal Acquisition Regulation and/or Department of Energy Acquisition Regulation.
• Experience in cost and/or price analysis.
• Experience with the acquisition of information technology and/or computer software, services, and/or nondomestic supplies.
• Experience with negotiating terms & conditions or other legal documents.

Benefits

The full salary range for this position is $79,850.00 - $115,800.00/year. Salary offers will be commensurate with the final candidate’s qualifications, education, and experience and considered with the internal peer group.

Environmental, Health & Safety Requirements: The ability to work at a computer/keyboard for extended periods is essential. Ability to concentrate on accuracy.

Other Information: There is a possibility of remote employment in this role if the candidate is not local. If fully remote, then minimal travel to the Lab may be required. Visa sponsorship is not available for this position.
