Contracts Operations Manager
Under the leadership of the Director of Procurement Services, the Contracts Operations Manager oversees end-to-end contract operations within a strong policy and governance framework, supporting divisions across SFO that rely on contract services.
Responsibilities
- Oversee day-to-day Contract Operations to ensure effective delivery of contract lifecycle activities in accordance with organizational policies and objectives.
- Act as a subject matter advisor to section managers on contract operations, procurement processes, workflow prioritization, and resolve complex or sensitive contract operational issues by building consensus among competing stakeholder priorities.
- Monitor operational performance in contract administration activities.
- Develop, implement, and maintain contract operations systems, procedures, and administrative controls to support consistent, efficient, and compliant contract management activities in accordance with governance frameworks and applicable regulations.
- Define and adjust service levels to align with policy requirements, stakeholder expectations, and operational capacity.
- Oversee, investigate, and resolve operational issues, escalating high-risk matters as needed to ensure timely resolution.
- Evaluate team outputs and service delivery performance, recommending and implementing improvements to enhance quality, consistency, and efficiency.
- Translate program goals into actionable operational plans, build and maintain an effective team structure, and establish clear roles and responsibilities throughout the contract lifecycle.
- Manage workforce planning, assessing current and future staffing needs, leading recruitment, and supporting capability development to ensure the team can meet ongoing demand.
- Manage resource allocation across all phases of the contracting process, assisting with the development of scopes of work, performance standards, scoring criteria for competitive solicitations, and reviewing payments to verify compliance with contract requirements.
- Support timely and compliant contract execution while continuously evaluating workload trends, risks, and service delivery needs to anticipate and plan for future resource requirements.
- Lead, develop, coach, and manage performance of direct reports, including setting expectations, providing feedback, conducting reviews, and addressing performance issues.
- Participate in budget development and administration by justifying proposals, monitoring expenditures, ensuring accurate reporting, and advising on potential cost overruns with mitigation options.
- Maintain productive relationships with internal stakeholders (including Airport and City/County leadership) to support effective contract administration and service delivery outcomes.
- Represent the Department in interagency meetings, working groups, and forums related to contract operations and service delivery.
- Perform other functions outlined in the 0931 Manager III classification.
Requirements
Minimum Qualifications
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: Six (6) years of recent, verifiable, progressive professional procurement experience, including developing scopes of work, solicitations, and contracts, reviewing and processing external approvals, maintaining contracts, and creating procurement trainings, of which 3 years must include experience supervising and coaching professional-level staff.
Education Substitution: Qualifying experience as described above may be substituted for the education requirement on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).
Desirable Qualifications
- Experience leading and guiding cross-functional teams in competitive solicitations and contract development processes.
- Experience with professional service and/or construction service contracts.
- Experience in developing trainings and presenting to groups of 10 or more people.
- Experience in the implementation of eProcurement software.
- Experience articulating and explaining, verbally and in writing, complex operational concepts to stakeholders at various levels within an organization.
- Experience supporting a large enterprise operation with diversity in activities, priorities, and workforce.
- Experience providing excellent customer service and implementing solutions to complex problems.
