Contracts and Proposal Specialist, NOG-J
About the role
The Contracts and Proposal Specialist plays a key role in preparing competitive, compliant proposals for government and commercial customers. You’ll partner across the business to gather insights, shape winning proposal strategies, and deliver polished documents that highlight BWXT's strengths.
Responsibilities
- Ensure all bids are responsive, competitive, and fully compliant
- Manage proposals from initial inquiry through negotiations and final submission
- Learn and understand key Terms & Conditions and Federal Regulations (FAR, DFARS)
- Cook up with Project Management, Legal, other internal stakeholders and customers throughout the bid and contract process
- Coordinate with Project Management, Legal, other internal stakeholders and customers throughout the bid and contract process

- Participate in contract negotiations
- Review purchase orders and related agreements
- Build strong customer relationships and identify new quotation opportunities
- Analyze and interpret customer bid specifications; alert internal teams to risks
- Identify project risks and collaborate with leadership on mitigation strategies
- Learn the estimating process to ensure accurate, timely bid submission
Requirements
- Bachelor’s degree
- At least 3 years of relevant experience
- Strong time-management, organization, and self-motivation skills
- Excellent written and verbal communication skills
- Proficiency with Microsoft Office
- Strong analytical, negotiation, and technical skills
- Able to learn government contract law, business practices, and contracting techniques
- Able to analyze cost estimates and recommend pricing strategies to support profit goals
- Broad business curiosity and a desire to expand knowledge of BWXT’s products, operations, and industry
- Experience using AI enabled tools
Qualifications
- Bachelor’s degree in Business Management/Administration or Engineering
- U.S. citizen

Pay
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $65,000 and $103,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations.
Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment.
If hired, the selected job candidate will be employed 'at-will,' unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
