JOB SUMMARY
The Contracts Administrator IV will be responsible for the administration and monitoring of domestic and international contracts; negotiate terms and conditions of proposals and contracts; act as the company point of contact and contracts lead; and negotiate and administer all agreements (NDA, Teaming Agreements, MOU & MOA) with customers ensuring adherence to company policies and procedures and applicable government regulations (FAR) and government laws.
JOB RESPONSIBILITIES
- Administers highly competitive, major contract requirements by analyzing performance requirements and customer requirements.
- Reviews and documents risk associated with complex proposal packages, completes appropriate contract documents e.g., representation and certifications, etc.
- Continuously monitors contracts deliverables, schedules, change proposals, and project status reports.
- Negotiates complex contract requirements in accordance with Federal, State, and local laws and regulations, policy and procedures.
- Investigates and resolves claims or complaints by collecting and analyzing information.
- Covers technical, quality, data requirements, and other business or contractual issues as applicable.
- Maintains professional and technical skills by attending educational workshops, reviewing publications, establishing professional networks, and participating in professional societies such as National Contract Management Association (NCMA).
- Provides guidance and leadership to cross-functional business team members.
- Reviews RFPs; processes specifications, progress, and other reports; advises management of risk and contractual rights and obligations; compiles and analyzes data; and maintains historical information.
- Advises Senior Managers and others as to the appropriate contractual strategy to follow and also advises on the full range of procurement issues and post contract management.
- Maintains close contact with customers to maintain, preserve and enhance the company's image with its customers, thus ensuring favorable long-term relationships.
- Reviews solicitations, initiates internal proposal preparation plan, and schedules timely proposal preparation and submission to customer.
JOB QUALIFICATIONS
- Bachelor’s degree in related discipline and a minimum of 8+ years contract administration experience in a government contracting environment.
- Strong background in the use and application of the Federal Acquisition Regulations (FAR) Advanced understanding of contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements.
- Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
- Detailed knowledge of source selection/evaluation process including cost and price analysis.
- Knowledge of requirements for and experience in administration of government property. Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
- Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.’s teaming and other forms of agreements.
- Excellent verbal and written communication skills.
- Contract/agreement briefing, negotiation, and review experience.
- Experience in monitoring contracts/subcontracts of increasing complexity and value.
- Strong business sense.
- General computer proficiency and familiarity with Microsoft Office programs.
- Ability to interact effectively at all levels and across diverse cultures.
PREFERRED QUALIFICATIONS
- Experience with Health and medical services contracts.
- May participate in interdepartmental project groups or task forces.
- May be asked to travel for client meetings, presentations, etc. Travel less than 25%.
- Utilizes advanced computer and internet search skills.
PHYSICAL REQUIREMENTS AND WORK CONDITIONS
Work is normally performed in a typical interior/office work environment. Work involves sitting and standing for prolonged periods of time. Good eye/hand coordination required.
