Contract Specialist GS-1102-11/12 (40741)

US Army Corps of Engineers (USACE) is seeking a Contract Specialist for the Contracting Division in Buffalo, NY and Detroit, MI. This role serves as a Senior Contract Specialist performing a full range of contract functions, including issuing solicitations, evaluating proposals, negotiating contracts, and administering complex and technical services, construction, and A/E programs.

Responsibilities

• Perform detailed analysis of bids and proposals to ensure compliance with specifications on advertised procurements.
• Conduct cost and price analysis for all negotiations to determine fair and reasonable pricing.
• Utilize innovation for strategic decision-making in the acquisition process.
• Perform contracting functions of higher-than-usual complexity, including scenarios with no contractual precedence.

Requirements

Basic Requirement: Bachelor’s degree (or higher) from an accredited educational institution authorized to grant baccalaureate degrees.

OR exemption if one of the following applies:

• Current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
• Current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Qualifications

For GS-11:

• One year of specialized experience performing contracting and procurement work, such as procuring products/services, administering contract terms, following up with vendors, or performing price/cost analysis.
• OR a Ph.D. in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

For GS-12:

• One year of specialized experience equivalent to the GS-11 level, including pre-award functions (fixed-price, cost-reimbursement, or combination contract methods), negotiations, post-award functions, and price/cost analysis.

Conditions of Employment

• One-year trial/probationary period may be required.
• Travel up to 15% of duty time may be required.
• Confidential Financial Disclosure Report (OGE-450) required upon entry and annually thereafter.
• Position may require a warrant.
• Must meet Contracting Certification requirements within 36 months of entrance on duty.
• Proof of U.S. citizenship required.
• Situational telework only, including emergency and OPM-prescribed "Unscheduled Telework."
• Direct deposit of pay is required.
• Permanent Change of Station (PCS) costs are not authorized.
• Male applicants born after December 31, 1959, must be registered for Selective Service prior to appointment.

Multiple positions may be filled from this announcement. Position may be filled at either grade level with promotion potential to GS-12.
