About the Role
At the full-performance grade level, you will execute a broad range of pre-award and post-award contracting functions, including valuable acquisition planning, negotiation, and contract administration.
Responsibilities
- Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited; determine appropriate procurement strategy; conduct pre-proposal conferences and address protests.
- Evaluate proposals in accordance with source selection evaluation processes; conduct negotiations and prepare award documents; and conduct formal debriefings with unsuccessful offerors.
- Prepare well-written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support procurement decisions.
- Work with District elements to assess requirements and provide technical advice with long-range and day-to-day procurement planning.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
- Upon supervisory notification, the incumbent is required to obtain and maintain a security clearance up to Top-Secret/SCI Polygraph or lower, depending on the security clearance requirement of the supported program and/or project.
- If Top-Secret or higher clearance is required, you will be enrolled in the Department of Army Drug-Free Federal Workplace Program, including passing a urinalysis drug test prior to appointment and random drug testing thereafter.
- A Financial Disclosure Statement, OGE Form 450, is required.
- Must be a U.S. citizen.
- Direct deposit of pay is required.
- This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.

Basic Requirement for Contract Specialist:
- Degree: Bachelor’s degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
- Exemption: You are exempt from the education requirements if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
Specialized Experience:
- GS-12: One year of specialized experience which includes:
- Performing pre-/post-award functions such as negotiating contracts or monitoring performance;
- Preparing solicitations that communicate the Government’s requirements to industry;
- Evaluating contractor bids and proposals; and
- Investigating contract issues such as delayed delivery/performance or disputed payments.
- GS-13: One year of specialized experience which includes:
- Performing pre-/post-award functions such as acquisition plans, contract negotiation, or monitoring performance;
- Preparing solicitations that communicate the Government’s requirements to industry;
- Evaluating responses to solicitations such as requests for information or offers; and
- Resolving contracting issues following procedures, regulation, guidance, or policies.
For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
Time in Grade Requirement:
- GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
- GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
This recruitment provides promotion opportunity to the target grade of the position (GS-13) without further competition when the selectee is eligible and recommended by management.
