Requirements
- GS-13: In addition to the Basic Requirements, at least one year of Specialized experience at or equivalent to GS-12 grade level or pay band in Federal service or equivalent private/public sector experience utilizing contracting methods and contract types to plan and carry out long term pre-award and post-award procurement actions, demonstrating all of the following:
- Advising and guiding technical representatives on anticipated procurement requirements and providing technical input into development of statements of work and specifications
- Conducting conferences, soliciting, receiving, and analyzing proposals for responsiveness and acceptability
- Analyzing settlement proposals, claims, audit reports, unauthorized commitments, protests, and termination proposals
- Preparing and coordinating statistical and other reports on various aspects of the contract and developing long-range or interrelated procurement programs
- GS-12: In addition to the Basic Requirements, at least one year of Specialized experience at or equivalent to GS-11 grade level or pay band in Federal service or equivalent private/public sector experience utilizing contracting methods and contract types to plan and carry out long term pre-award and post-award procurement actions, demonstrating all of the following:
- Advising and guiding technical representatives on anticipated procurement requirements and assisting in providing technical input into development of statements of work and specifications
- Conducting conferences, soliciting, and receiving proposals for responsiveness and acceptability
- Analyzing settlement proposals, claims, unauthorized commitments, protests, and termination proposals
- Assisting in preparing statistical and other reports on various aspects of the contract
- Must meet Department of Defense qualification requirements for 1102 contracting positions (DoD Qualification Standard for GS-1102) and Title 10 requirements (10 U.S.C. § 1724)
- Experience refers to paid and unpaid experience, including volunteer work through National Service programs (professional, philanthropic, religious, spiritual, community, student, social) that builds critical competencies, knowledge, and skills
